About the Job
DutiesYou will supervise and manage professional engineering and/or scientific analysis for all aspects of cost estimating and analysis.You will provide overarching guidance to a staff of cost estimating professionals consisting of general engineers, industrial engineers, and/or operations research analysts along with a highly technical and skilled staff of support contractors.You will prioritize resources and integrates all efforts required to produce thorough, accurate estimates and analyses or cost.You will liaise with technical branch managers and engineers, Integrated Product Team leads, and senior contractor representatives to ensure that proposals and contracts reflect accurate cost requirements.You will develop databases and cost models comprising of both commercial off the shelf hardware and software tailored as appropriate.You will work with branch managers and engineers to evaluate industry partner proposals for cost realism and/or other cost related areas.You will conduct the preparation of all required documentation including workload assessment and presentation of results to the branch managers and engineers to support fact finding for contract award.You will participate in, manage, and provide leadership for a broad range of cost and affordability efforts.You will translate system technical and programmatic information as provided by technical and engineering staff or industry partners into high-quality cost estimates.Requirements Conditions of EmploymentMust be a U.S

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following:
Leading teams of government and/or contractor personnel to conduct life cycle cost analysis for Department of Defense, Intelligence Community, National Nuclear Security Administration, or similar national security investments;Quantitative analysis of program cost risks and uncertainties;Briefing cost analysis products to senior program stakeholders and other cost estimating organizations;Interfacing with engineers and other technical staff to ensure common understanding of program definition.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics
At least 3 of the 24 semester hours must have been in calculus.
