Position Summary
Performs a variety of tasks related to the preparation of payroll and personnel function on a bi-weekly basis. Also, under general direction, performs staff scheduling of Nursing Services of a long-term care facility. All such functions are in accordance with all Federal, State and local standards, guidelines and regulations which govern the facility, so as to ensure accurate records are developed and maintained and that the facility is represented in a friendly, hospitable manner.
General Purpose
The general purpose of the position is to exercise discretion and critical thinking in the management and oversight of Human Resource issues to ensure legal compliance. Administers Facility policy and procedure and conducts investigations in accordance with EEOC guidelines. Works closely with Department Leaders in delivering appropriate coaching or disciplinary action within established policy and practice. Ensures computation and accurate keyboarding of numerical data related to payroll. Computes wages according to facility guidelines. The position calls for the exercise of judgment and accuracy in the application of prescribed procedures to routine matters. Exercises confidentiality at all times. This position requires contact with employees as internal customers. Schedules in an objective manner for Nursing Services. Plan and schedule staff for the nursing units to assure care for the residents, distributing appropriately throughout the facility and that staffing meets State and Federal regulations.

Position Responsibilities
Specific responsibilities of the position include, but are not limited to, the following:
- Oversees Nursing Department scheduling in an objective manner, including vacations and holidays;
- Performs nursing department personnel actions in accordance with Facility rules, including transfers, and off-payroll;
- Initiates or recommends promotions or terminations in accordance with established Facility policy;
- Assists with the completion of nursing payroll,
- Completes nursing hour reports daily;
- Completes scheduling and paperwork for new nursing employees;
- Prepares and completes all paperwork necessary for change of assignment of employees;
- Keeps schedules up to date with personnel changes;
- Prepare paperwork associated with transfers of positions, status changes and secondary positions.
- Run appropriate payroll reports.
- Oversee correct time card entry.
- Answer incoming calls and job inquiries.
- Organize and maintain employment applications for all departments.
- Conduct criminal background check, Office of Inspector General search, Excluded Parties List System search, FBI Check (as required), and any other necessary background check.
- Maintain confidential employee personnel files including pre-employment physicals, Mantoux test, employee benefits and all other information required.
- Participate in new hire orientation.
- Track employee data and prepares reports.
- Provide employees with information, interpretation, and consultation related to questions or problems regarding personnel policies and employment benefits.
- Administer leaves of absences, including FMLA, Medical, Personal, and Military leaves.
- Initiate and manage Workers’ Compensation claims completing all necessary forms and maintain contact with representatives on existing claims; attend hearings, if required.
- Manage unemployment claims.
- Oversee evaluation process to assure completeness.
- Assist appropriate department supervisor when disciplinary policies need to be applied.
- Assist with education and development needs of department leaders and supervisors related to HR rules, regulations, and facility policies.
- Maintain a safe work environment and exhibit safe work practices in accordance with Facility policies and procedures.
- Maintain knowledge of federal, state, and local laws and regulations, as well as adhere to, uphold, and enforce all facility policies and procedures.
- Attend all department meetings and/or educational programs as scheduled.
- Prepares all schedules for the nursing units and maintains six (6) weeks of posted schedules on the nursing units;
- Attends phones in appropriate manner with proper routing of calls;
- Maintains computerized schedules within the scheduling software;
- Completes data entry and typing as required;
- Have ability to manage stress tolerance, pressure and anxiety.
- Perform additional functions or duties, as assigned.
Essential Knowledge, Skills and Ability
Education/Certifications/Experience
- DEGREE: High school diploma or GED required
Knowledge
- CUSTOMER SERVICE: Knowledge of principles and processes for providing excellent customer service. This includes meeting the quality standards for services and providing customer satisfaction. Proven experience in establishing and maintaining relationships with multiple levels of the organization.
- TECHNOLOGY: Knowledge on how to operate a desktop computer, including applicable HRIS software, used to enter, access, and/or retrieve data. Effective degree of proficiency with Microsoft Office applications.
- CLERICAL: Knowledge of administrative and clerical procedures and systems such as managing and organizing files and records, designing forms, and other office procedure and terminology.
