Summary:
This Personal Services Contractor (PSC) position is located in the Bureau of Overseas Buildings Operations, Construction, Facility, and Security Management Directorate, Office of Security Management, Security Countermeasures Division, Technical Security Branch (OBO/CFSM/SM/SCD/TSB), responsible for providing advice, guidance, and assistance to OBO management.
This is a Non-Status, Non-Permanent Position. You do not acquire a competitive or excepted service status from this position.
Major Duties:
The Office provides broad-based security management support for OBO and serves as the principal interface between OBO, the Bureau of Diplomatic Security (DS)and tenant organization on security-related matters. The Technical Security Specialist performs a wide range of technical security functions in support of the planning, implementation and oversight of the Bureau's overseas technical security programs and initiatives in furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to, the following:
- Plans and implements technical and procedural security programs for the protection of classified information, personnel, and property at Department of State (DOS) overseas facilities, integrating procedural, physical, and technical security activities into unified programs.
- Provides guidance to architects and project managers concerning the application of technical security systems; develops technical security designs for incorporation into building plans as needed to comply with interagency security standards and policies; projects cost estimates for the incorporation if technical security feature into building designs; and develops Bills of Materials to support technical security installations.
- Tasks contract installation teams and manages equipment procurement and installation with emphasis on quality and conformance with interagency standards and U. S. and host country building codes; and serves as government representative for commissioning and acceptance of security systems upon completion of building projects.
- Maintains effective working liaison with other government agencies on overseas technical security matters and ensures that planning and operations of the Bureau are responsive to security requirements of DOS facilities and are complementary to those of other government agencies.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Qualifications:
Applicants must have 1 year of specialized experience equivalent to the PSC-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
There is no substitute of education for specialized experience for the PSC-13 position.
- Experience utilizing current office software applications and computer-aided design and drafting (CADD) programs
- Experience developing and/or coordinating the development of standards and programs for security procedures, physical controls, and technical systems and equipment.
- Experience performing site surveys either independently or as a member of a multidisciplinary survey team in order to determine measures necessary to confirm, with security standards, building codes, and interagency policies and agreements.
- Experience monitoring the status of overseas program and the performance of technical security systems at posts in coordination with Senior Security Managers under terms of security support agreements.
