About the Job
We are seeking a part-time Sr. Assembler Language Computer (ALC) Application Developer to support our Internal Revenue Service (IRS) Masterfiles project. The Sr. ALC Developer will provide program analysis, design and development support, maintain source code and modify and/or upgrade code, and conduct testing and debugging, as necessary.
Location of work is 100% remote from home.
This is a part-time position working on average 20 - 32 hours a week.
Essential Duties and Responsibilities:
- Provide design and implementation expertise to a cross-functional software development team.
- Design and develop software applications from business requirements in collaboration with other team members.
- Support testing and remediate defects.
- May mentor entry and mid-level developers.
- Update, test, and maintain IBM ALC software applications.
- Conduct Unit Testing, Compatibility and Volume testing of software applications.
- Conduct File Compares showing expected results after programs changes are made - comparing outputs from the current software application to the updated one.
- Write, analyze, review, and update programs, using workflow charts and applying knowledge of computer capabilities, subject matter.
- Revise existing programs and JCL to increase operating efficiency and/or adapt to new systemic requirements.
- Consult when needed with Management, Senior Analysts and other IT Specialists in order to clarify program intent, identify problems, and suggest possible changes.
- Translate requirements (i.e.: Legislation) written by Senior Analysts into code.
- Write documentation of program development and subsequent revisions, adding comments to software application code leaving an audit trail so others can understand the programming changes made.
- Prepare and maintain detailed Record Layouts, Schematics and Computer Operating Instructions which include workflow charts and diagrams that describe input, output, and logical operation.
- Work with CSA's (Computer Systems Analysts) to define and resolve problems such as program hangs or out of balance conditions during production processing.
Minimum Requirements
Minimum Requirements:
- Bachelor's degree in related field.
- 5-7 years of related experience required.
- Equivalent combination of education and experience considered in lieu of degree.
- Computer Professional Job Profile.
- Proficiency with IBM Assembler (ALC) application development in a Z/OS environment
- Proficiency with IBM Job Control Language (JCL)
- Ability to work with batch processing, various Relational Database Management and Database Management systems (DB2/VSAM/DASD), Flat files - robotic Tape, Sorts (i.e., Syncsort) and Exit routines - modified or not.
- Strong de-bugging skills
- Good verbal and written communication skills
- Demonstrated success in client support
- Ability to interface with all levels of management
- Ability to perform complex tasks with minimal supervision and guidance
- Excellent time management, scheduling and organizational skills
- Ability to work well independently or in a team setting
- Preferred qualifications and experience include: experience with TSO, File Manager, ISPF, Endevor, and IBM utilities including De-Bug; experience with IRS Corporate Systems.
- Resume should contain examples of actual software deliverables not just general statements.
Additional Requirements as per contract/client:
- Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI is a plus)
- Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years, and be Federal Tax compliant
