PM2CM, Inc., (Project Management to Construction Management) is a professional services company and certified SBE and DBE, dedicated to providing Program and Project Management, Construction Management and Project Controls services during the design and construction phase of projects. Our core expertise is in Project Controls which includes Scheduling, Cost Controls, Document Management and Controls, Budget tracking and monitoring, Estimating, Risk Analysis, Claims avoidance and Mitigation, Change Management and Earned Value Management.

Key Responsibilities:
Project Budget Management:
Develop and maintain project budgets, baselines, short- and long-term forecasts, and expenditure plans for assigned major and/or multi-year projects and programs.
Aggregate, reconcile, and update budgets, forecasts, and spending plans according to jurisdiction splits, asset types, cost drivers, and funding sources.
Cost Reporting and Analysis:
Prepare routine and complex reports to assist Project Managers and OU partners in monitoring, managing, and forecasting costs (e.g., budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis).
Respond to internal or external data requests for assigned major and/or multi-year projects and/or programs.
Risk Management:
Create and maintain a risk register.
Evaluate the level of contingency needed using appropriate methods, such as Monte Carlo analysis.
Research and Data Analysis:
Perform complex and detailed research, updates, and data gathering/analysis in areas of cost controls (e.g., budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis).
Prepare and present results, alternatives, and recommendations to support business decisions and mitigate potential risks.
Change Control and Contract Management:
Support change control and contract negotiation/claim management processes.
Assist in the implementation, analysis, and reporting of performance using industry metrics (e.g., earned value management).
Collaboration and Communication:
Collaborate with stakeholders and utilize applicable estimating, cost management, and scheduling knowledge, techniques, and tools to determine and communicate results (e.g., trend, variance, and cost impact).
Project Controls Data Management:
Prepare project controls data request responses and work papers to support corporate/OU governance, internal/external audits, General Rate Cases, and regulatory filings.
Work Experience:
Seven or more years of experience in cost controls/management.
Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience. Utility construction/CA regulated/regulatory/EPC experience is desirable.
Demonstrated knowledge and experience in contract negotiation/management, handling/reviewing claims, and processing/managing change orders.
Demonstrated experience with Microsoft software (e.g., Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application.
Demonstrated experience with Project Controls software (e.g., Project, Primavera, and Contract Manager).
Requirements
Required Qualifications:
Education: A combination of education, training, and experience generally equivalent to those typically possessed by a 4-year college graduate (from an accredited institution in an applicable profession, business, or engineering/technical discipline). An advanced degree is preferred.
Preferred Qualifications:
Excellent Excel Skills and the ability to use advance Excel functions
Effective communicator; able to speak with many different levels of management.
Able to work independently in meetings.
Experience with SAP is preferred.
Transmission or utility experience is preferred.
Strong willingness to learn and adapt.
