Individual will report to the Regional HSE Manager and support environmental and regulatory compliance functions and programs for the Mid-Continent division whose operations include rail, trucking, and pipeline transportation. Responsibilities include DOT compliance and audit support, EPA compliance and management of SPCC and FRP plans, EPCRA Tier II chemical inventory reporting, assist with waste management, emergency response, spill reporting with remediation support. The successful candidate will be required to develop and maintain good communication, presentation, and interpersonal skills that assist Operations and other functional groups in complying with applicable regulations and requirements. Must be available to respond to emergencies on a 24/7 on-call basis. This position is 50 percent office and 50 percent field based. Overnight travel is also expected.
Responsibilities:
Support internal and external regulatory agency compliance audits and inspections of facilities, terminals, and pipeline ROWs in accordance with 49 CFR §194 & 195, and 40 CFR.
Assist with compliance and management of site-specific emergency response plans and spill prevention plans.
Support release reporting to applicable federal, state, and local regulatory agencies.
Support release remediation, compliance, and recordkeeping for the division.
Support company hazardous waste management and tracking.
Maintain and execute EPCRA Tier II chemical inventory reporting for the division.
Participate in programs such as Management of Change (MOC), Incident Management, HSE Training, and Plains Driver Safety.
Coach and mentor Operations employees on Plains’ policies, programs, and procedures.
Conduct and report on field safety and environmental evaluations (e.g. program reviews, safety and environmental inspections).
Ensure compliance with local, state, and federal environmental regulatory requirements and assist with continuous improvement of environmental programs.
Maintain accurate electronic records to support compliance requirements.
Qualifications:
- Bachelor’s degree in Environmental Sciences, Environmental Policy, Environmental Health and Safety, or related technical discipline.
- 8-10 years’ directly related experience; strong environmental background preferred.
- Strong knowledge of federal and state regulations affecting terminal, pipeline, and commercial trucking operations.
- Strong knowledge of OSHA, EPA, and/or PHMSA regulations as they pertain to the oil and gas midstream industry and commercial trucking.
- Detail and task-oriented with the ability to work independently as well as collaboratively with team members.
- Excellent written, verbal, and interpersonal communication skills.
- Proficient in the use of Microsoft Office applications (Outlook, Word, Excel, PowerPoint, SharePoint).
- Legally authorized to work in the United States.
- Cleared criminal history (background) check and satisfactory reference checks.
- Compliance with the company’s Medical Surveillance and Drug & Alcohol Programs as required under OSHA 29 CFR 1910.120 and PHMSA 49 CFR Part 199, including pre-employment testing.
- Valid state driver's license and driving record satisfactory to the company and its insurers. #Plains
