SUMMARY
: Under general supervision, performs detailed complex inspections of multi-disciplined public works, waterworks and utility construction projects; integrates plans, details and specifications to ensure construction and contract compliance; prepares project inspection reports; assists in the change order process; meets with contractors and/or engineers and attends design reviews, preconstruction, and progress meetings, including construction affecting transmission system rights-of-way; monitors and inspects construction activities within rights-of-way to ensure that transmission lines, fiber optic and telemetry cable, cathodic protection equipment and other structures are not damaged and proper grade level separations are maintained; travels pipeline inspection routes; and performs related duties as assigned
The ideal candidate for this position would demonstrate proficiency in using construction management applications and other electronic tools daily for reporting purposes; exhibit outstanding written and verbal communication skills, thereby maintaining an excellent working relationship with a variety of internal and external customers; and demonstrate the ability to manage inspection services on multiple contracts and in various stages of construction
MINIMUM/PREFERRED REQUIREMENTS
: - Graduation from high school or G.E.D
equivalent; and - four years of experience as an Inspector II or six years as a project inspector in the waterworks industry and completion of Las Vegas Valley Water District advanced inspector training course certification; - or an equivalent combination of training and experience
- A valid Nevada driver's license and the ability to maintain insurability under the District's Vehicle Insurance Policy
The following certifications or their equivalent, or the ability to obtain such certifications within one year of date of appointment, are required for Senior Inspector: - Nuclear density gauge operation certification (Troxler or District-approved equivalent)
- American Concrete Institute, Field Testing Technician, Grade I
- Las Vegas Valley Water District Advanced Inspection Training Course Certification
- Nevada State certification as a Water Distribution Operator, Grade II or Water Treatment Operator, Grade II;
OR
AWWA Water Distribution Operator, or Water Treatment Operator, Grade II
- American Construction Inspectors Association (ACIA) certification as a Registered Construction Inspector, Division I - Engineering or Division IV - Public Works
Failure to obtain all required certification with the one-year period will result in the employee being returned to their previous District classification
JOB RESPONSIBILITIES/DUTIES:
Knowledge of:
Laws, statutes, codes and ordinances governing public works construction projects involving water facility construction including American Concrete Institute (ACI), National Electric Code (NEC), American Water Works Association (AWWA), American Society for Testing and Material Standards (ASTM), other federal, state, county and city regulations and applicable District and Bureau of Reclamation standards, requirements and procedures; common engineering construction principles, methods and techniques; proper usage of construction materials and equipment; water system operation, installation and applicable District procedures; safety requirements and procedures pertaining to work practices; theories, principles and practices of engineering, hydraulics, electronics and chemistry at a level applicable to assigned duties; engineering mathematics, including algebra, geometry and trigonometry; as halt paving and structural concrete; pump and motor operation; surveying principles, methods and techniques; compaction principles, methods and techniques; design and layout of the water transmission and pipeline network including location, size and elevation of transmission lines, fiber optic cable, wire cable (electrical and signal), cathodic protection, microwave and other facilities
Ability to:
Analyze and interpret varied and complex water facility construction plans and specifications; operate and use a wide variety of common construction, location and surveying tools including drafting tools, electronic locators, cameras, two-way radios, on-line digital tools and applications, pipeline and underground utility locators, compaction and concrete testing equipment, nuclear density gauges and electronic testing gauges; make quantity calculations and prepare estimates; inspect difficult and varied engineering construction; accurately evaluate locations and features of the transmission system and related facilities, perform pipeline pathway locations and inspect construction activities in transmission line rights-of-way for deviations from encroachment approvals, standard pipeline construction requirements and required facilities grade separations; enforce and interpret regulations with firmness, tact and impartiality; record accurate documentation with on-line digital tools and applications; perform field tests following precise procedures and interpret observations and test results to determine acceptability; work independently in the field; coordinate necessary work between several entities; establish and maintain effective working relationships with contractors, property owners, representatives of other public agencies, the public and others encountered in the course of work
