Senior Property Financial Analyst
Location: Juneau/Anchorage

Pay Grade(s): 13-15 ($84,688.37 - $133,692.00 DOE)
Purpose: The Senior Property Financial Analyst administers and coordinates Tlingit and Haida budgets, provides advanced decision support through in-depth financial analysis of management proposals, and performs complex accounting functions requiring the application of governmental accounting principles and practices. This position conducts extensive financial studies and analysis, develops and reconciles subsidiary systems to the General Ledger, and oversees financial accountability for the 105L program. Additionally, the Senior Property Financial Analyst provides expert guidance in the preparation and analysis of financial data to support strategic planning and decision-making.
Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:
• Oversees the administration and coordination of Tlingit and Haida budgets, including monthly financial reporting, strategic planning, budget development, evaluation, and policy & procedure improvement. Reviews and analyzes budget submissions from managers for accuracy, completeness, and adherence to organizational goals and standards. Provides guidance and mentorship to junior financial staff in budget management practices.
• Leads the development and preparation of detailed financial, budget, and accounting statistical reports, statements, and schedules for grant-funded programs, business enterprises, and the 105L program. Prepares complex analytical summaries and provides high-level reports to management, facilitating strategic insights.
• Manages various grant financial reports for external agencies and oversees the preparation of cost reports and other external agency requirements. Coordinates responses for external audits and facilitates the compilation and review of financial data, ensuring audit readiness and compliance.
• Performs and oversees reconciliation of general ledger accounts to ensure accountability and reporting accuracy within the organization, with special emphasis on the 105L program. Conducts monthly and quarterly reconciliations and works with program managers to resolve discrepancies.
• Performs advanced analysis and reconciliation specifically for the 105L program, ensuring accurate accounting and reporting of funds. Develops processes for ongoing reconciliation and monitoring, producing regular reports to track program financial health and compliance with funding requirements.

Minimum Qualifications (education, experience, skills):
• Bachelor’s degree in business administration, Accounting, or a related field
• Five years of experience in budget administration, financial analysis, and preparation of financial statements, with exposure to governmental or tribal accounting.
• Experience with the 105L program or similar federal grant programs is preferred.
• Must be 21 years old with a Valid Driver's License
Note: Experience/Education Substitution Allowance-Eight years of related experience with a minimum of 24 college credits in accounting.
Preferred Qualifications (education, experience, skills):
• Certified Public Accountant (CPA) designation preferred.
