PROGRAM SUMMARY
Housing for Health (HFH) is a program office within Community Programs, a division under Los Angeles County Health Services (DHS). HFH was created in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County’s effort to address and combat homelessness in the communities residing within the boundaries of the County’s eight Service Planning Areas (SPAs).
The County-wide Benefits Entitlement Services Team (CBEST) is a program under HFH providing benefit advocacy services to people with disabilities experiencing homelessness or who are high risk of becoming homeless (e.g. low-income seniors, veterans, people exiting the justice system) who have complex health and/or behavior health conditions, high utilizers of public services in obtaining sustainable income through government programs such as Supplemental Security Income (SSI), or Social Security Disability Insurance (SSDI), Cash Assistance Program for Immigrants (CAPI), and/or Veteran Disability benefits.
POSITION OVERVIEW
The Senior Staff Analyst position (also referred to as “position”) will lead a team comprised of Staff Analysts, Assistant Staff Analysts and a variety of other positions (also referred to as “staff”) who work to assess participants for eligibility for public benefits, completing initial and reconsideration applications for benefits and supporting clients through the appeals process. The team may range in size with approximately 30-40 staff, including 3-6 direct reports.
The position will report to a HFH supervisory, management, and/or executive leadership personnel (also referred to as “HFH personnel”). The position may require occasional travel to locations across all eight Los Angeles County Service Planning Areas to meet with and engage service providers, community-based organizations, stakeholders and partners, and other healthcare, mental health, public social services, etc. leaders/staff, attend various meetings with HFH personnel and/or HFH community/contracted agencies, and/or attend/participate (or present, speak, etc.) at off-site HFH related meetings, conferences, etc. as applicable.
Functions of the position include, but are not limited to the following:
ESSENTIAL FUNCTIONS
- Direct the planning, development and quality improvement of a CBEST team, working to assess participants for eligibility for public benefits, completing initial and reconsideration applications for benefits and supporting clients through the appeals process to final determination by SSA.
- Supervise staff and studies of complex and difficult problem areas impacting the program, including goal setting, career development and performance management. Maintain positive working relationships to support effective operations.
- Review and analyze key performance indicators with staff to optimize CBEST systems and recommend procedural changes to improve performance and outcomes while maintaining exceptional customer service.
- Oversee the recruitment, hiring and performance management of all team members in accordance with established best practices for transparency, equity, diversity, inclusion and antiracism.
- Work with HFH leadership and other government partners to identify regulatory and system barriers and develop collaborative solutions.
- Participate in CBEST leadership meetings and provide subject-matter expertise to inform continual system improvement, including process changes, goal setting/performance metrics, and policy updates.
- Collect and provide information for and/or complete reports on CBEST performance as needed.
- Develop and present trainings and presentations for internal and external audiences on benefits advocacy practices and CBEST as needed.
- Support the implementation of HFH and CBEST policies and practices through effective communication with staff, change management, and timely exchange of information between staff and management.
- Gain familiarity with and analyze CBEST funding sources and their requirements to inform staffing decisions, staff duties and goal setting.
JOB QUALIFICATIONS
- Experience supervising a team of professional staff engaged in customer support for clients navigating a complex regulatory environment.
- Excellent customer service. Demonstrated ability to work well with vulnerable populations, including people with medical and behavioral health conditions that may impact communication and social interactions.
- Promotes interdisciplinary collaboration, fosters teamwork. Displays excellent boundaries and interpersonal skills to navigate difficult situations.
- Excellent organization and communication skills. Capable of multitasking and managing competing priorities. Works in a collaborative manner across the organization to achieve departmental and overall organizational goals.

- Ability to be a thoughtful listener and adept at capturing feedback; give and receive constructive criticism; use diplomacy in all aspects of the role.
- Experience assisting people to apply for sustainable income through Social Security Administration (Social Security Disability Insurance/Supplemental Security Income).
- Experience managing personnel procedures including hiring, performance management and termination.
- Experience navigating complex and contradictory political and professional relationships with community stakeholders, representatives of elected officials, and government offices.
- Experience in public presentations to a variety of audiences.
EDUCATION/EXPERIENCE
Five or more years of highly complex administrative or supervising experience in the health, housing, social services or related sectors.
Certificates/Licenses/Clearances
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
- Successful clearance of a health clearance and live scan process with the County of Los Angeles.

- Highly proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Adobe Reader, Teams, One Note, Outlook, VIZIO, Publisher, etc. as well as Adobe Pro.
