DutiesAs a Ship Disposal Program Manager, you will:Develop, administer and manage the Ship Disposal Program ship recycling solicitations in conjunction with the Office of Acquisitions, Office of the Environment, and Office of Chief Counsel.Support the execution of projects in accordance with sound program management principles.Oversee project planning, implementation, and execution of effective program management techniques for all assigned projects.Direct the activities of the Ship Disposal Program and actively interfaces with other federal offices and the ship recycling industry, regarding entry, storage, mooring, custody and departure and disposal of surplus vessels.Lead the NDRF “Tiger Team” in performance of vessel inspections, audits and surveys for the entry of obsolete, custodial and surplus vessels into MARAD reserve fleet anchorages.The ideal candidate possesses professional knowledge of principles, concepts, research sources, methodology, and techniques sufficient to provide expert advice, interpretation, and guidance on merchant ship disposal and maritime rules and regulations. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. Must obtain and maintain PM and COR level 3 certification. QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:Experience utilizing program management techniques and methodologies in the oversight of projects assigned and overseeing project planning, implementation, and execution of effective program management techniques.Experience conducting surveys and inspections of ship dismantling/recycling, shipyard and other marine industry contractors and facilities to determine capability as it relates to pre-qualification programs, capability/capacity and abilities.Experience supervising personnel and directing the tasks and accomplishments of marine industrial specialists and program analystsKNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Supervisory – Supervises, guides, and monitors the staff’s participation in conducting a variety of technical productivity surveys, inspections, and assessments of marine industrial facilities involved in vessel disposal agreements or procurement actions by the Maritime Administration. actively manages and is responsible for planning, prioritizing, and assigning work.Technical Competence - Utilizes proven project management methodologies in the development and implementation of projects assigned while supporting stakeholders in the execution of their projects in accordance with sound program management principles.Analytical – Comprehensive knowledge of program and organizational analysis principles, methods, practices and techniques sufficient to implement enterprise program management methodology. Utilizes analytical processes and skills necessary to identify and resolve unique issues where no policy exists, taking innovative actions to address new needs and/or issues, Possesses the skills necessary to evaluate reports, analyze facts, conduct research and prepare detailed responses and appropriate recommendations for action.Written/Oral Communication - Writes in a clear, concise, organized, and convincing manner for all intended audiences at all levels of government, industry and the general population in a wide variety of formats (e.g., briefing papers, agency directives, etc.). Expresses information, ideas or facts to individuals or groups effectively, taking into account the audience and nature of the information (e.g. technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
