About the Job
The Office of Service Integration (OSI) of the Department of Public Social Services (DPSS) is seeking a Social Service Planner to assist with the planning, implementation, and support of the countywide Integrated Service Delivery (ISD) Transformation Initiative. The OSI coordinates the involvement of 15 departments and divisions in the initiative. The selected candidate will perform responsible and complex planning, analysis, and coordination in the preparation of program policy and plans; service delivery; contract development; and grant/funding proposals. Competitive candidates will have knowledge of Human Services, Health and/or Public Safety programs and experience in the research and development of department initiatives.
The department is looking for applicants whose main goals are to partner and coordinate with representatives across departments to implement service integration strategies and support staff engaged in process improvements to increase efficiency and effectiveness.
Additionally, minimum requirements are important for collaborating with the portfolios of human services, health, and public safety.

At this time, the position has the opportunity to telework based on business need, however job expectations, at times may require in person interaction, including occasional site visits throughout Riverside County. Telework may change at any time and you will be expected to report to the office. .

The Riverside County Department of Public Social Services (DPSS) is comprised of employees who work collectively and in partnership with community-based organizations to serve the needs of the community.
EXAMPLES OF ESSENTIAL DUTIES
• Enlist the cooperation of comprehensive health, human service and public safety providers, private sector organizations, government agencies, and community members in the formulation of advisory groups for the study and review of comprehensive health, human service and public safety programs and plans.
• Provides leadership for planning and to advisory groups in the identification, assessment, and prioritization of community needs.
• Evaluates requests for proposals and prepares responses to the requests.
• Reviews needs assessments developed by comprehensive health, human service and public safety providers and community groups in order to develop comprehensive integrated needs assessments and program plans, and recommendations for the disbursement of program funds.
• Monitors and evaluates services being provided in order to ensure effective program implementation.
• Participates in established local community and Countywide planning/evaluation bodies and attends community meetings and hearings in order to gather and share relevant planning information and insure the integration of local needs into the Office's planning process.
• Analyzes existing resources and services for the planning and implementation of new programs and the development of grant proposals.
• Maintains contact with staff in multiple departments and other agencies in order to ensure coordinated implementation of State regulations and to share information regarding program planning and legislative analysis.
• Performs surveys and studies in the development of service integration strategies and grant proposals.
• Develops goals and objectives for both new and ongoing planning and evaluation projects.
• May perform complex analysis in developing and maintaining long-range social services plans.
• Prepares a variety of reports, records, correspondence, and other written documents as necessary.
• Represents management staff on the legislative plan, technical planning issues and advocacy process at the local, state and federal level.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college with a major work in Business or Public Administration, Social Welfare, Social Work, Sociology, Psychology or other related field.
Experience: Some administrative experience researching, analyzing, and developing recommendations concerning mental health and/or social services regulations or DMH and/or DPSS administrative procedures. This includes the development of program policies and procedures, preparing program plans, planning, coordinating and implementing mental health and/or social service administrative programs and interagency agreements; preparing and/or evaluating needs assessments within a mental health and/or social service or other human services agency. This experience would have preferably included assignments in organizing and coordinating community group members from a variety of socioeconomic and cultural backgrounds, in forming advisory groups, and writing grant proposals.
Knowledge of: Administrative methods and techniques including the principles of organization, planning and analysis; The principles and practices of mental health and/or social services administration; The perceptions and attitudes of the community toward poverty, dependence, mental health and social services, the department's program recipients and their related effects on the community and cultural influences; Private, federal, state, and local mental health and/or social services programs and the provisions of the California Welfare and Institution Code and of the Social Security Act pertaining to mental health and/or public social services programs; Computer systems including the use of standard office related software programs.
Ability to: Research, analyze, and develop recommendations concerning social service regulations, program policies and procedures; Establish and maintain effective relationships with individuals and groups from diverse cultural and socioeconomic backgrounds; Provide leadership to community groups and other organizations involved with mental health and/or social services; Communicate effectively both verbally and in writing; Prepare clear, concise, and persuasive reports, plans, and grant/funding proposals; Understand, interpret, and apply laws, rules, and regulations applicable to mental health and/or social service programs in the development of program plans and grant/funding proposals; Actively listen and understand others viewpoints.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
