Sr. Contract Specialist (0029)
OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has openings for Acquisition Professionals with a minimum 10 years of full-spectrum Contract Specialist (or) Contracting and Procurement (1102) experience. We are looking for experts in procuring and managing government acquisitions of all vehicle types that include but are not limited to fixed price, time and materials, cost/cost-plus, interagency agreements, IDIQ, and BPA. Experience supporting an acquisition office in the Contract and Procurement Series, 1102 is preferred. The experience can be either as a federal government employee or as a contractor supporting a Federal or combination of both.

Qualifications
+ Ten (10) years MINIMUM of full-spectrum federal contract specialist experience
+ Bachelor's Degree is preferred
+ Acquisition certification is highly desired (i.e., FAC-C, DAWIA certification, NCMA certifications will also be considered)
+ Must have knowledge of the entire acquisitions management lifecycle to include:
+ Acquisition Planning
+ Perform Market Research/Pre-solicitation activities (Draft RFI, RFP, Sources Sought, etc.)
+ Prepare procurement packages
+ Provide recommendations on the best type of contract to use and acquisition methods
+ Prepare and assist with Determinations and Findings
+ Solicitation Phase activities
+ Prepare solicitation documents
+ Post solicitations as needed
+ Receive quotes, proposals, offers/bids
+ Evaluation of submissions
+ Award activities
+ Post Award Contract Administration Phase activities
+ Preparation of COR appointment memo
+ Support post-award conferences and meetings
+ Closeout Phase activities
+ Knowledge of contract writing systems such as PRISM
+ Must be able to obtain or retain a Public Trust clearance.
+ The investigation will involve a credit, fingerprint, and law enforcement agency check
+ Must be a US Citizen
