Description
ORBIS Operations, is seeking an experienced Strategic Operations Advisor to assist with operational planning and insights for a client in the US Intelligence Community. The successful candidate prioritizes, assesses, evaluates and reports information obtained from passive and active collection, network evaluation and analysis, combined with related collateral sources when appropriate to provide synthesized product to customers. The Strategic Operations Advisor writes reports which may require significant editing; may require assistance in determining reportability of an activity; requires assistance in locating reportable information (i.e. can only run basic queries or may require raw information to be provided); may require assistance in determining the focus of report; is familiar with basic SIGINT reporting policies; may require familiarization with SIGINT and collateral report repositories to conduct research that would enhance reporting the ability to pull information from multiple sources and combine it into reports/products in response to requests by management and external customers.
Key Responsibilities
Duties/Responsibilities
- 7+ years’ experience related to job description, 2 of which must have been within the last 5 years.
- Draft and/or edit for release, finished serialized SIGINT product reports.
- Ability to author reports based off simple traffic or a limited amount of traffic.
- Knowledgeable of various technologies and/or topics to identify analytic vectors.
- Experienced in the principles and methods of exploiting foreign communications and communication systems to identify, collect, analyze, process and disseminate SIGINT information in accordance with established requirements and priorities.
- Experienced in the use of software applications and databases associated with SIGINT report writing and target development.
- Familiar with more advanced SIGINT reporting policies, e.g. the use of STI, unusual tearlines, Post Publication actions, RFis, etc.
- Familiar with SIGINT and collateral report repositories and demonstrates incorporating independent research to enhance reporting.
- Consult with teammates and clients on the development, prioritization, and implementation of process improvement and program evaluation tasks.
- Prepare reports and presentations for senior leadership based on research plans, activities, findings and recommendations.
- Brief senior level customers on research plans, activities, findings and recommendations.
- All-source intelligence research, analysis, and report writing/editing
- Potential for TDY travel

Skills, Knowledge, and Expertise
Education and Experience
- A Bachelor’s degree is desired for this position.
- Minimum of 7 years' experience in a TAR or TDNA role in the IC.
- Experience in the East Asian or Eurasian AOR.
Required Qualifications
- U.S. Citizenship
- Requires an active TS/SCI clearance with a Polygraph
- Must have a Bachelor’s degree and a minimum of 7 years of relevant experience as a targeting analyst reporter (TAR), target data network analyst with recent SIGINT experience or other relevant organization(s) in the Intelligence Community
- Excellent analytical writing skills and problem-solving abilities
- Excellent oral presentation and briefing skills
- Knowledge of and experience in the fundamentals of SIGINT intelligence analysis
- Familiarity with the SIGINT report writing standards
- Attention to detail and the ability to effectively follow-through
- High degree of personal integrity
- Strong interpersonal skills and the ability to work well both independently and as part of a team
- Ability to work in a dynamic environment, juggling concurrent tasks and meeting deadlines
Desired Qualifications
- Experience in the East Asian or Eurasian language Competency (ideally 2/2 ILR score or higher)
- Experience in counter-proliferation
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer.
- Routine video conference and/or in-person meetings.
- Ability to attend planned meetings within the Washington Metro Area region.
