Supervisory General Engineer at Air Force Civilian Service

•The 611th Civil Engineering Squadron is looking for a dynamic Supervisory General Engineer (Project Management Element Chief) GS-0801-13, to work at Project Management Element (CENM), JB Elmendorf-Richardson, Alaska. The 611th Civil Engineering Squadron is responsible for 20 remote sites; 15 remote Long-Range Radar sites in Alaska, two (2) Long-Range Radar sites in Hawai’i, and three (3) Divert Airfields; two (2) in Alaska and one (1) at Wake Island, 2,300 miles west of Hawai’i. Work involves flying in remote Alaska in small twin-turboprop aircraft, austere logistics, and arctic engineering concepts.

• Salary Range: $116,811 - $151,858

•Requirements:

• Citizenship: U.S. Citizenship required
• Experience: Minimum six to seven years post bachelor’s experience is requested
• Clearance: Must be able to obtain and maintain a Secret Security Clearance
• PE License: Professional registration or license as a Professional Engineer or Registered Architect; or Professional Community Planner accreditation; in one of the 50 states or territories is highly desired

•Knowledges, Skills, and Abilities (KSAs):

•Knowledge of a wide range of multidisciplinary, professional asset management and engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures.

•Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DoD Planning, Programming, Budgeting System (PPBS).

•Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.

•Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the planning, design, operation, maintenance, repair, and upgrade of installation natural/built infrastructure.

•Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources, and to mentor, motivate, and appraise the staff of an organization.

•Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

•Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

•Occasional travel may lack typical amenities such normal lodging accommodations, cellular communication, and dependency on a local economy.

•The work will require the employee to drive a motor vehicle. An appropriate, valid driver’s license will be required.

•May be required to serve as a member of the Emergency Response Force during exercise or in the event of an actual emergency.

•The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.

•Work will be performed indoors in office-like setting and industrial areas. Some outdoor work may require moderate exposure to cold and hot temperatures including inclement weather conditions.

•This is a drug testing position; incumbent is subject to random testing for drug use.

•“This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-45, Defense Continuity Programs.”

•Exercises supervisory personnel management responsibilities.

•Represents the Element with a variety of installation and functional area organizations.

•Direct the development and execution of Element budget and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of engineering planning and execution.
