**Position Summary**
Under direction of the Senior Manager Supply Chain/Procurement, oversee strategic activities for the entire warehouse operation, including material warehousing, distribution, and data analytics. Ensure inventory control, systems support, warehouse transaction process accuracy and productivity achieve District goals and initiatives. Develop strong working relationships with internal customers and contractors to assure enterprise-wide quality and service targets are met. Set goals and objectives for the team, manage department budgets, and oversee staff development.

Essential duties and responsibilities may include, but are not limited to, the following:
+ Collaborate with process and business owners to ensure compatibility and coordination between processes, analyzing system, data, inventory, and logistics problems and producing new solutions. Provides strategic leadership in understanding inventory, warehousing, and distribution needs of other business units and in developing strategies which complement and facilitate business unit objectives.
+ Oversee, coordinate, and direct the work of warehouse employees in storage and disbursement of a large variety of supplies, materials and equipment used in construction, maintenance, internal facilities and repair operations; monitor work in progress and assure security of inventory.
+ Supervise warehouse staff (Materials Specialists and Forman) and ensure warehouse operations and practices are compliant with the Collective Bargaining Agreement and the Code of Excellence.
+ Ensure smooth business operations and internal customer satisfaction by closely collaborating with business units such as Engineering (Power Production & Power Delivery), Procurement, Asset Management, and Standards.
+ Follow procurement process and Grant PUD policies for the purchase of specialized equipment and materials; access requirement needs; oversee disposal of scrap materials and surplus sale related to the warehouse.
+ Oversee and monitor the maintenance of the computerized inventory control system; manage required inventories to assure the timely, cost-effective, and efficient receipt and distribution of materials, equipment, and stock.
+ Collaborate with the Senior Manager to prepare annual operating budget.
+ Monitor expenditures and labor costs to ensure the budget is adhered to and explain variances.
+ Oversee warehouse staff in the inspection of freight shipments for damage and rejected freight in compliance with established guidelines and regulations.
+ In coordination with the Warehouse Operations Analyst and the applicable Business Units, identify materials in warehouse stock that can be deemed obsolete and removed from inventory.
+ In collaboration with the Warehouse Operations Analyst, oversees continuous improvement efforts, focusing on improving supply chain practices, standardizing processes, and leveraging systems and technology to maximize efficiencies throughout the organization.
+ Coordinates with Material Manager to identify storage areas for materials.
+ Coordinates with Material Manager to verify materials delivered are correctly labeled, stagged and stored for the appropriate project.
+ Works with Material Manager to coordinate the return of unused materials.
+ Works with Material Manager to forecast critical material needs.
+ Contact or communicate with various personnel, departments, outside agencies and organizations, vendors, contractors, and others to coordinate work activities and requirements and to provide and receive information and services.
+ Supervise and evaluate the work of assigned personnel; interview prospective employees; recommend hiring, promotions, disciplinary action, and termination as appropriate; train subordinates in appropriate work and safety procedures.
+ Oversees the bi-annual physical inventory plan and periodic audits of warehouse inventory management processes to ensure proper compliance documentation as related to all warehouse operations (including externally funded acquisitions) is maintained in accordance with applicable laws and internal directives.
+ Oversees the implementation of initiative specific warehouse and/or logistics training to staff to increase awareness and knowledge of warehouse policies and procedures, and to support compliance with all federal and state regulations and Grant PUD policies and procedures.
+ Provides technical leadership, guidance, and subject matter expertise to Grant PUD staff on federal, state, and local regulations, policies, processes, and procedures as related to externally funded acquisitions and strategic initiatives.
+ Authorize equipment repairs and maintenance for all warehouses.
+ Work closely with project teams (District Representatives, Enterprise Project Management Office, etc.) to plan material flows for large District capital projects.
+ Prepare and review a variety of correspondence, memorandum and reports as required; prepare and maintain various files and records related to warehouse operation and personnel.
+ Provide leadership and direction to warehouse staff to ensure any inventory that is purchased with, or associated with external funds is tracked in accordance with the requirements from the funding source.
+ Assist in developing department goals, objectives, and metrics to ensure departments are meeting or exceeding the needs of their customers.
+ Oversees the research and review process for responses to warehouse-related State and Federal audits and other high visibility requests.
+ Recommend and coordinate any additional training for warehouse staff to help foster growth.
+ Provide leadership and direction for sustainable optimization of inventory that is purchased with, or associated with external funds is tracked in accordance with the requirements from the funding source.
+ Collaborate with Green Purchasing Program staff and the applicable Business Units to implement sustainable materials management best practices.
+ Take corrective action to achieve and maintain compliance with people, processes, and technologies. Ensure material operations are compliant with external agencies such as OSHA, EPA, the Washington State Department of Ecology, and others in daily operations.
+ Attend a variety of meetings, seminars and programs as required.

**Education and Experience**
**Required**
+ A bachelor's degree in business or related field, or equivalent combination of education and experience.
+ Five years or more of progressive responsibilities in public or private procurement, storing insurance and inventory control of a wide variety of materials, supplies and equipment with at least two years this experience being supervisory or lead experience.
**License and Certification**
**Required**
+ A valid Washington State driver's license is required.
**Other Knowledge, Skills and Abilities**
+ Working knowledge of utility industry and utility work activities, including project construction work and unplanned and planned maintenance for the equipment and systems used in an electric utility.
+ Working knowledge of the processes of the supported work teams and other business unit teams involved with or impacted by inventory management.
+ Knowledge of modern warehousing systems and procedures including methods of proper and orderly storage, issuance and receipt of materials, stock inventory procedures and space usage for maximum utilization; Tools, parts, materials, equipment, supplies and terminology used in the electrical industry; Business math and weights and measurements; Health and safety regulations; Requirements of maintaining buildings in a safe, clean and orderly condition; Modern office practices, procedures and equipment; Applicable laws, codes, regulations, policies and procedures.
