*General Description:*Performs moderately complex managerial work, overseesdaily operations and activities of the Southwest District for the Claims Department. Work involves establishing the district’s goals and objectives; developing guidelines and procedures; developing schedules, priorities and standards for achieving established goals; coordinating and evaluating program activities and developing and evaluating budget requests. Plans, assigns, and supervises the work of others. Works under general supervision with considerable latitude for the use of initiative and independent judgment.

*Essential Duties and Responsibilities:*
· Plans, assigns and supervises the work of the Claims Department staff in the Southwest District.
· Collaborates with Mentor Trainer Liaison for all training of TVC Claims Benefit Advisors and County Veteran Service Officers within the Southwest District.
· Keeps the Director informed of all issues that impact the Claims Department and makes recommendations as appropriate.
· Ensures all Performance Evaluation in the District are completed in a timely manner.
· Implements guidelines, procedures, rules and regulations and monitors compliance with policies and procedures within the Southwest District.
· Provides technical assistance in developing training programs for agency personnel with other Department Leaders.
· Oversees the preparation of management and productivity reports and studies.
· May conduct administrative inquiries and investigations as directed.
· Responsible for all administrative functions for the Claims staff within the Southwest District.
· Provides information and may testify at legislative hearing and meetings as required.
· Participate in and make presentations at public information seminars. Attend veterans’ seminars and represents the Texas Veterans Commission at various public functions.
· Acts as Texas Veterans Commission liaison to Business and Community leaders and Veterans and Community Based Organizations.
· Performs related work as assigned.

*Minimum Education:*Graduation from an accredited four-year college or university with major course work in social work, business management, political science or a related field. *Additional Requirements*: A valid Texas Driver’s License must be provided within 90 days of hire.

· 5 years of experience in supervision or management.
· Three years of VA claims experience strongly preferred.
· Strong personal computer and Microsoft Office Suite experience strongly preferred.

· Knowledge of local, state and federal laws and regulations relevant to Claims Representation for Veterans Benefit Administration.
· Knowledge of Microsoft Office products, Claims Case Management System to include generating and analyzing reports is strongly preferred.
· Knowledge of TVC personnel policies and procedures.
· Skill in developing and maintaining cooperative work relationships with federal, state and community-based organizations.
· Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems and in operating computers and computer software.
· Exceptional communications skills both orally and in writing.
· Ability to manage business functions, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to plan, assign, and supervise the work of others.
