Position Summary:
Tidal Basin seeks a candidate for the role of Technical Analyst – Permitting (or Permitting Analyst) to join the team supporting the client. The position will assist in one or more programs that provide temporary housing and temporary or permanent repairs to damaged homes in the recovery from Hurricane’s Milton and Helene. This position represents an exceptional opportunity to join an expert team to facilitate change and help make a lasting difference.The objective of the Permitting Analyst is to provide expert level support for FDEM regarding county-level permitting and overall permitting processes to help facilitate the efficient and timely processing of permits for the State’s temporary housing and repair programs. The Permitting Analyst will act as the main point of contact between the impacted counties and FDEM for all permitting coordination for the temporary housing and temporary housing repairs program.
Duties/Responsibilities:
Specific duties may include:
- Provide expert technical assistance on policies, principles, and standard operating procedures related to the permitting process under FDEM’s recovery programs.
- Act as a representative of the programs while working with county or city permitting offices.
- Coordinate with the Program Manager to ensure permitting processes and policies are effective and efficient.
- Liaise with participating counties to facilitate their understanding of the programs in relation to the permitting process.
- Coordination with construction vendors/contractors related to permitting.
- Perform other duties as assigned.

- Ability to communicate effectively, verbally and in writing
- Excellent time management skills with a proven ability to meet deadlines
- Ability to work independently and pro-actively identify key steps to complete requested client outcomes
- Excellent understanding of local, state, and federal government structure
- Experience working with federal grant-funded programs
- Associate or Bachelor’s degree preferred; AND/or,
- 2 years in permitting, construction management, construction, grant-funded or government programs or related fields
- Proficient in MS Office Suite
- Experience with federally funded housing programs a plus
Location: Tampa area, and impacted areas of Hurricane Helene and Milton; some travel required throughout the impacted area.
