Location: St. Paul, MN
Position Overview:
We are seeking a Business Analyst to assist the Senior Project Manager on the Enterprise Asset Management (EAM) project. The goal is to develop a comprehensive EAM solution for the Council, providing an integrated technology platform to support asset lifecycle management and align with organizational policies and processes.
Responsibilities:
- Stakeholder Engagement: Regularly meet with project team members, vendors, and stakeholders to analyze, map, and document current technology systems and business processes.
- Analytical Skills: Use investigative and analytical skills to gather information from various sources.
- Joint Application Development (JAD) Sessions: Facilitate and drive JAD sessions.
- Strategic Activities: Develop strategic project artifacts such as UML Diagrams, BRDs, FSDs, Use Cases, Business Cases, Feasibility Studies, and Gap Analyses.
- SDLC Knowledge: Understand and work within both waterfall and Agile environments.
- Requirement Traceability: Create and maintain a requirement traceability matrix and test cases.
- Consensus Building: Build consensus across groups on future state workflows and business processes.
- Strategic Roadmap Planning: Assist in technology strategic roadmap planning to align with business capabilities and technology needs.
- Performance Metrics: Identify and develop asset performance measures, KPIs, and quality assurance metrics.
- Reporting: Develop and provide operational and regulatory reports (flow charts, statistical trend analysis, dashboards) related to asset management.
- Functional Requirements: Perform functional requirement gathering activities and develop standardized use cases for implementation teams.
- Data Work: Handle data work and migration, including ROT cleansing, flat file data review, dataset identification, and ETL work.
- Consultation: Coordinate with managers, supervisors, and other departments on business requirements and opportunities to improve asset management practices.
Qualifications:
- Prior city or county government experience in the Minneapolis, MN area is required.
- Proven experience in business analysis and project management support.
- Strong communication and collaboration skills.
- Familiarity with asset management systems and practices.
- Experience in developing strategic project artifacts and facilitating JAD sessions.
- Knowledge of SDLC, both waterfall and Agile methodologies.
- Strong analytical and investigative skills.
- Experience with data migration and ETL processes.
