About the Job
The County of Riverside's Human Resources Temporary Assignment Program (TAP) is seeking to fill multiple Temporary Community Services Assistant positions to support the Department ofCommunity Action Partnershipof Riverside County (CAP Riverside) in the following cities: Jurupa, Hemet, and Desert Hot Springs.
Under direct supervision, assists professional staff by performing a variety of routine support services; acts as liaison between departmental staff, the community, clients, and/or the public; and performs other related duties as assigned.
The Community Services Assistant for Community Action Riverside is an entry level classification and reports to an appropriate supervisory level position. This class is characterized by the responsibility of assisting professional staff by handling a variety of routine supportive functions. Depending on assignment, the Community Services Assistant performs liaison functions between the assigned program and the community, clients, and/or the public. Incumbents are further tasked with identifying client and/or public needs and assisting in meeting those needs by providing referrals to various available County services.

We are dedicated to working with our Community Action Commission that is comprised of public officials, low-income representatives, and private sector representatives.
EXAMPLES OF ESSENTIAL DUTIES
• Provide basic information and educational materials of departmental and program services; help the community, clients and/or the public understand policies and procedures.
• Establish effective lines of communication between the department, community, clients, and/or the public; provide feedback, both verbally and in writing, to appropriate professional staff members regarding the community, clients, and/or the public response to program services.
• Conduct formal and informal meetings to provide information to individuals regarding problems they are experiencing; interview clients and/or the public to gather basic information; assist the public in completing necessary forms and paperwork.
• Track and log appropriate information (e.g., individuals contacted, services provided, participant information, verification of eligibility, and/or resources utilized).
• Monitor and report to professional staff on client and/or the public progress and adherence to rules of established agreements, responses and interactions during approved family visitations.
• Identify and report problem situations to professional staff; log appropriate information and progress reports.
• Schedule appointments for services and refer clients and/or the public to other agencies when appropriate.
• Coordinate and/or provide necessary transportation to assist professional staff by making home visits.
• Perform computer inquiries, records and/or background checks on clients and/or the public.
• Initiate and compose routine correspondence; compile a variety of narrative and statistical reports; locate, receive, obtain, and/or file court dockets; prepare list of dockets not received.
• Review register of action; track cases on a timely basis to remind professional staff of cases needing progress reports; maintain and update files.
• Assist in coordinating community events including scheduling, outreach and logistics; maintain and update records related to participation, outcome and public feedback.
• Provide support and educate participants regarding Department outreach services, education events and/or programs.
MINIMUM QUALIFICATIONS
OPTION I
Experience: Six months of public contact. Highschool Diploma or GED.
OPTION II
Education: Completion of 9 semester or 12 quarter units from an accredited college or university, preferably with coursework in behavioral or social sciences, or a related field to the assignment.

Knowledge of: The basic needs and problems of disadvantaged groups and various other groups (e.g., the elderly); multi-cultural and ethnic differences.
Ability to: Learn basic principles of various human services programs; understand the cultural and social factors affecting behavior patterns; effectively communicate social, cultural and behavioral facts to professional staff and community members; communicate effectively and establish and maintain good relations with a wide range of social and ethnic groups; obtain and record accurate information.

Pre-Employment

Probationary Period
As an Approved Local Merit System, all County of Riverside employees, except those serving "At Will," are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
