WORK OBJECTIVE
Performs work in the operation of complex maintenance and construction equipment. Employee operates moderately heavy equipment with controls requiring a relatively high degree of skill and manipulative ability. Employees of this class operate more complex and specialized equipment and are required to exercise more skill and care. Employees are responsible for the routine maintenance of their equipment and may be required to perform related manual labor. On specific assignments workers are closely supervised; on routine assignments supervision is general in nature.
ESSENTIAL FUNCTIONS

- May participate in leading the crew and directing work in the absence of a crew leader.
- Removes, installs and repairs various types of water/sewer pipes, hydrants, valves, and apparatuses working in trenches or excavations.
- Performs work in manholes and lift stations; assists in maintaining valves, installing water meters and making taps. Working in confined spaces.
- Sets up and operates Vactor sewer cleaning equipment, closed circuit televising equipment, backhoe, pay-loader, flatbed truck, dump truck, bobcat tractor, tractors, mowers, cement mixers, pumps, compressors, generators and compactors.
- May be required to locate, read, and record readings from meters, for regularly scheduled billing or for initial, final, or verification purposes.
- May conduct various inspections for the Collection, Stormwater, and Streets Divisions.
- Assists field crews and trade workers in various tasks; mixes concrete and performs routine maintenance of equipment.
- Installs traffic devices, erects barricades, and assists in patching roads.
- Clears, digs ditches, and assemble sand bags.
- Maintains grounds of city property, performing any combination of following tasks: sprays and trims foliage, clears brush, mows and trims grass and weeds, plants trees and bushes.
- Removes debris, trash and other refuse from grounds.
- Repairs and cleans designated work area, tools and equipment.
- Loads and unloads heavy materials from trucks and vans; moves or aids in moving heavy boxes, equipment and larger or bulky objects.
- Will be required to be on call status where you would respond to emergency calls after normal working hours.
- Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
MINIMUM QUALIFICATIONS
- High school diploma or GED equivalent with a minimum of 3 years of experience in operation and maintenance of light to medium-heavy construction and utility maintenance equipment or any equivalent combination of training experience.
- A minimum of 1 year of experience as a Field Technician II.
- Possession of a valid FWPCOA Class “B” Distribution/Collection Certificate.
- Possession of a valid Florida CDL Drivers License Class B with air brake and tanker endorsements.
- Based on FMCSA regulations, applicants for employment and existing employees in positions requiring a CDL are subject to pre-employment, post-employment, and ongoing testing for controlled substances and alcohol as a condition of employment.
- Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.
KNOWLEDGE, SKILLS AND ABILITIES
- Possesses the ability to lead a crew and direct work in the absence of the crew leader.
- Possesses the knowledge and ability to conduct various inspections in the Collection, Stormwater, and Streets Divisions.
- Knowledge of the operation and repair of medium-heavy utility construction equipment.
- Knowledge of the safe use and proper care of power tools and small power equipment.
- Knowledge of safety rules and regulations related to utilities maintenance operations.
- Ability to operate medium-heavy duty utility construction equipment and basic equipment and machinery, e.g., pumps, generators, compressors, grounds maintenance equipment.
- Ability to perform heavy manual labor for extended periods of time, occasionally in adverse weather conditions.
- Ability to establish and maintain effective work relationships with other employees.
- Ability to assist the Division Supervisor to direct the work effort as needed.
- Ability to understand and follow verbal and basic written instructions.
