About the Opportunity
The Vice President, Head of Cloud Foundations is accountable for end-to-end engineering leadership of the Cloud Foundation Services platforms supporting the applications across the Federal Reserve System. The Vice President is responsible for ensuring overall platform performance against the KPIs for availability, security, cost of operations. As the Head of Cloud Platforms, coordinates the platforms roadmaps with systemwide stakeholders, Product Managers, Architecture and Operations to create and deliver best enterprise ready capabilities. Closely aligning with System Enterprise Architects to develop the Cloud Platform capabilities to maintain conformity to overall system wide tech strategy and to minimize duplication of capabilities and services across the different platforms.
What You Will Do:
Lead cloud platform strategy and solution engineering efforts from idea generation through execution including analysis, design and implementation with strong understanding of Dev/Sec/Ops philosophy and scaled agile methodologies.
Partner with System CIOs and their delegates to build and maintain Integrated Cloud Platform roadmaps for their respective Reserve Bank.
Sharing cloud platform strategy and execution updates to CIOs, executive leadership team and various governance committees on a periodic basis.
Provide thought leadership and oversight to a team of engineers building cloud platform solutions and capabilities at scale with high engineering and quality standards.
Responsible for managing full life cycle of the Cloud Platform/s including integration with all other dependent platforms to deliver end to end functional and non-functional requirements.
Qualifications:
Bachelor’s degree in a relevant field required. Masters, MBA or an advanced degree, preferred.
Five (5) to seven (7) years of executive leadership experience in a demanding environment, including experience in setting the strategic direction, being accountable for and delivering strategic objectives, aligning programs with the organization's strategic direction, and focusing on continuous improvement efforts within a complex IT organization.
Proven leader with working knowledge of, and experience with Product Management.
Knowledge of cloud, software development lifecycle practices, CI/CD, automated testing and other related areas required to develop and build high-performance software delivery team supporting a broad coalition of business and their supporting application teams.
Ability to operate successfully in a lean, agile, and fast-paced organization.
Demonstrated ability to lead a team through changing work requirements and priorities, demanding deadlines, operational crisis situations, as well as being able to keep pace with multiple concurrent initiatives and develop and implement long term goals and operating plans.
Ability to effectively navigate and achieve results on initiatives that have both a cross-functional and cross-district impact.
Learning mindset geared toward innovation and creativity for applying technology capabilities in new ways, necessary for both the delivery of effective technology and business solutions.
Strong inspirational leadership and motivational skills with the ability to effectively manage high performing staff and management teams.
Strong communication skills, including outstanding presentation and persuasion capabilities, including the ability to effectively convey complex, sensitive issues and communicate to a variety of audiences including technical staff, peers, as well as senior management, and oversight bodies.
Expertise in relationship management and an exemplary ability to manage stakeholder expectations through clear and transparent communications.
Ability to handle sensitive and confidential matters with the appropriate level of judgment, discretion, and maturity.

The hiring range for the Vice President, Head of Cloud Foundations role is $220,000 to $270,000.
For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.
Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
