Baltimore City Community College (BCCC) is student centered and promotes a "Student First" culture. As a member of the Cabinet, the Vice President reports to the President and must be a dynamic visionary and innovative executive who can serve as the College's Chief Student Affairs Officer. BCCC is operating within a Realignment framework and the individual must be able to lead through change management as the institution evolves. The Vice President encourages high morale and quality student services through a collaborative leadership style to inspire employees to strive to achieve established goals and objectives. The VPSA supports and promotes the mission of the College and provides leadership for the development and success of students. The individual should possess significant knowledge and bring direct administrative and technical work experience in Student Affairs. The Vice President provides strategic oversight and leadership in the administration of a comprehensive range of programs and services for students; supports a campus culture that promotes the academic achievement and personal development of all students; provides oversight and assistance with student related conduct and crisis response; and maintains the integrity of the athletic programs to ensure adherence to Title IX of the Education Amendment Act. The Vice President serves as a critical leader to foster an appreciation and respect for diversity and works with stakeholders to promote a shared governance environment. May serve as the Title IX Coordinator or Deputy.
Responsibilities/Duties
- Provides leadership for the enrollment management functions and collaborates on the College's retention and student success initiatives;
- Leads the College's efforts to transition the student affairs functions through the implementation of an Enterprise Resource Planning (ERP) system (Banner); Works with Institutional Research to determine the framework for the collection and analysis of student enrollment data to provide demographic projections; Oversees the assessment standards and accountability systems within the division; and serves as the divisional liaison for accreditation efforts;
- Demonstrates proficiency utilizing and directing the use of student information systems (i.e., Banner) and promotes ongoing training and effectiveness; Coordinates the crisis response and emergency management functions for student affairs;
- Promotes brand and marketing awareness to support academic programs to increase enrollment, retention rates, graduation rates and the employability of students;
- Consults with the College's General Counsel and Assistant Attorney General (AAG) to develop and implement policies and procedures;
- Integrates business and administrative functions to achieve a level of efficiency and effectiveness of the College's strategic plan and mission;
- Provides leadership to establish area and functional goals, objectives, and priorities for staff, and reviews staff performances; Recognizes staff success and counsels staff as appropriate regarding performance and conduct;
- Ensures the support and resources for professional development opportunities for Student Affairs staff; Works with the President regarding all fiscal, budget, and administrative matters pertaining to Student Affairs;
- Collaborates with members of the President's Cabinet to develop, design, and implement a wide range of cross functional strategic and operational initiatives;
- Develops budget and oversees fiscal management and strategic planning to include external grants;
- Works closely with the Advancement area to develop philanthropic and scholarship opportunities relating to student needs; Serves as chief student conduct administrator and reviews and implements the student handbook policies/procedures; Ensures confidential record keeping and reporting to local, state, and federal agencies;
- Establishes relationships/partnerships with various businesses and external agencies that support the College's overall strategic plan and mission;
- Communicates with the College community regarding innovative programs and opportunities available to advance services and provide continuous improvement; and
- Performs other related duties and responsibilities as assigned.
Required Qualifications
- PhD is strongly preferred.
- Master's Degree in higher education administration or a related field from an accredited college or university required with an exceptional combination of relevant experiences. Ten years of progressively responsible student affairs leadership experience, adult education or higher education administration experience including seven (7) years of management oversight and supervisory experience required.
- Demonstrated ability to utilize and work with comprehensive ERP systems (eg. BANNER, Colleague)
- A successful record of administration including planning, resource and personnel management, student information systems, and program development required. Demonstrated experience integrating student affairs and academic affairs functions to support student success required.
- Ability to establish cohesive and collaborative student affairs leadership and staff teams.
- Ability to lead and manage the institution's strategic enrollment management plan required.
- Demonstrated experience with strategic/operational planning & managing organizational transition required.
- Demonstrated experience and oversight for Student Affairs units that manage enrollment, student development and student information systems required. Excellent oral, written communications and presentation skills and ability to communicate with transparency and clarity required.
- Ability to work collaboratively with faculty/staff/students and external publics required.
