About the Job
The Riverside University Health System, (RUHS), is currently recruiting for an experienced Volunteer Services Coordinator for the Behavioral Health Department. The essential duties of this position, includes, (but are not limited to), the following:
- Recruit and manage adult, children, and TAY volunteers.
- Community Engagement - Attend community events, provide outreach to parents, families, caregivers, and youth.
- Reduce stigma within a variety of cultures and provide mental health resources.
- Make community connections for donation opportunities.
- Work alongside Parent Support Manager to develop youth volunteer programs.
- Work alongside Senior Parent Partners for annual projects.

- Work Schedule: 9/80, 8:00 a.m.-5:30 p.m.
- Bilingual is a plus.

EXAMPLES OF ESSENTIAL DUTIES
• Operate an assigned segment of a departmental volunteer services program in accordance with departmental goals and objectives, services and needs.
• Assist in providing ongoing evaluation and coordination of agency utilization of volunteer services to determine effectiveness and impact of the program.
• Advise direct supervisor of existing volunteer programs and recommend new volunteer programs and services; assist in developing, promoting and implementing new volunteer programs.
• Serve as a liaison between paid staff and volunteers; meet with line supervisors to determine the type and level of volunteer service needs; resolve problems.
• Interview prospective volunteers, conduct orientation for those selected, and make work assignments on the basis of individual interests, abilities, time available for duty, and program needs.
• Refer qualified candidates to departmental divisions requesting help; assist in developing and implementing any necessary formal training for volunteers and ensure informal or on-the-job training is provided by paid staff or volunteers, as needed.
• Assist in developing and implementing formal in-service training for paid staff which enables them to work with and supervise individual volunteers more effectively and efficiently.
• Determine volunteer duty parameters and design job descriptions for each volunteer assignment.
• May act in a liaison capacity between a portion of a departmental volunteer services program and auxiliaries, advisory boards and a wide variety of community groups to promote and cultivate interest in the volunteer program and department-wide objectives.
• Assist in coordinating volunteer activities with similar programs in other county, state and federal agencies and private organizations in the community.
• Create an understanding and encourage participation in the volunteer services program by working with staff to develop and distribute newsletters, brochures and other promotional materials; prepare press and publicity releases and work with the media; design exhibits and make presentations to schools, churches and clubs.
• Maintain records on activities and performance of volunteers and prepare reports, as requested.
• Create presentations and reports related to volunteer programs.
• Coordinate student volunteer programs by selecting, assigning and supervising volunteers, keeping records and giving feedback to high schools and colleges.
• Write letters of reference and verify hours worked for insurance coverage and income tax purposes.
• Arrange for recognition of volunteer efforts through letters of appreciation, certificates of award, award ceremonies, etc.
• Periodically consult with departmental personnel and conduct re-orientations to promote the efficient utilization of volunteers.
• Assist in planning and implementing volunteer workshops; attend conventions, workshops and meetings relating to volunteer programs; keep abreast of trends and legislation relating to volunteerism.
• Reassign and counsel volunteers if problems arise; assist in preparing manuals, handbooks and other written materials needed to operate the volunteer program; conduct departmental tours.
MINIMUM QUALIFICATIONS
Experience: Four years in a community or volunteer organization. (Completion of undergraduate level courses from an accredited college or university, preferably with a major in one of the behavioral sciences, administration, community relations, or a closely related field to the assignment, may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required full-time experience.)
Knowledge of: The functional responsibilities of a volunteer program including principles of volunteer services and general management and an understanding of the role of volunteers in relation to paid staff; community, civic, academic, and social organizations, and other sources of volunteer help; principles and practices of personnel management and supervision; media resources available for publicity campaigns and how to effectively use them; general principles of training.
Ability to: Organize and evaluate a volunteer program; interview, select and place volunteers according to program needs, previous experience, interest, skills, and time availability to provide useful services; schedule, train and evaluate other personnel; effectively communicate both orally and in writing to individuals and groups; establish rapport with and maintain cooperative, productive working relationships with staff, volunteers, groups, and the media; establish and maintain necessary records and controls, prepare reports and correspondence; design creative formats for exhibits, publicity brochures and promotional materials; generate and sustain the interest of the community in volunteerism.
PRE-EMPLOYMENT:

PROBATIONARY PERIOD:
As an Approved Local Merit System, all County of Riverside employees, except those serving "At Will," are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
