Job Summary:
The City of Greeley is seeking a Water Enterprise Financial Analyst committed to providing operational excellence in water and sewer financial management. As a part of the Water & Sewer Department, you will work with an energetic group of water and sewer professionals dedicated to serving the city, our citizens, and the Northern Colorado regional economy. Collaborate with a talented team committed to improving public and environmental health through investment in infrastructure and water supplies that serves our collective future.
The successful incumbent will be self-motivated, have sound technical, financial tracking and problem-solving skills, with an ability to work independently. They will become a critical member of the City’s Water and Sewer financial team by actively monitoring the water and sewer budget, promoting the development of an effective annual budget, supporting the department’s purchasing process, and providing expertise in financial analysis and forecasting. This effort requires collaboration with capital program managers, operational leaders, and other financial professionals.
Experience, Knowledge, and Skills:
MINIMUM REQUIREMENTS:
- Associate's degree (two-year degree) from an accredited college or university or certification program of comparable length in Business Administration, Public Administration, Geography, Finance, Accounting, Natural Resource Economics, or a related field required
- One (1) to three (3) years of experience with budgeting and purchasing
- Valid driver’s license

- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered.
PREFERRED:
- Bachelor’s degree (four-year degree) from an accredited college or university in Business Administration, Public Administration, Geography, Finance, Accounting, Natural Resource Economics, or a related field
Knowledge, Skills, and Abilities:
- Knowledge of the business and organizational structure of Colorado municipalities

- Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems

Essential Functions (Duties and Responsibilities):
- Budget Development: This role promotes the development of the operating ($43M) and capital (>$100M) budgets for Water and Sewer through data collection, being a budget liaison for operational staff, and researching financial trends. This person communicates with other Water and Sewer managers and supervisors to support their efforts to prepare the capital and operating budgets. The Water Enterprise Financial Analyst is a resource for other Water and Sewer staff as they prepare their budget proposals and future focused strategies. This position supports the Rates and Budget Analyst when they communicate the final proposed budgets to the City Manager’s Office and the Water and Sewer Board.
- Budget Management: The position will assist project managers and operation supervisors with budget expense accounting, budget transfers, and tracking financial performance measures. The scale of the Water and Sewer Department’s capital and operating budgets require constant attention and management. The department has a duty to manage the use of public funds appropriately and this role is a key part of monitoring and fulfilling that responsibility.
- Purchasing Management: The position will monitor the progress of contracts, requisitions, and purchase orders submitted by the department and help troubleshoot and resolve issues delaying purchases.
- Special Projects: The Water Enterprise Financial Analyst will participate in special projects with other department and city staff to improve financial forecasts, policies, and efficiency for the city’s water and wastewater utility.
Work Environment and Physical Requirements:
WORKING ENVIRONMENT:
- Work is primarily performed in an office environment, utilizing computer and related technology, attending meetings, with occasional field work necessary
- Will sit or stand at a desk in an office environment
