Position: Process EngineerLocation: Harrisburg, PA (Telework)Duration: 09 Months (Extendable)Webcam & In Person InterviewAlthough it may require some testing skillsets, the core of the job will be aTechnical Business Analyst (BA) centric position.Additional Work Details:· The initial contract is full time, 40 hours per week; Work hours are 8:00 AM –5:00 PM, Monday – Friday excluding state holidays and other office closings;Lunch is 12:00 PM – 1:00 PM· Work location is full-time telework· The candidate may be expected to report to the central office at 400 NorthStreet, Harrisburg PA for meetings, JAD sessions, and other collaboration needs.· The selected candidate must have a current PATCH check· The selected candidate is expected to comply with existing agency proceduresand policiesPosition Title:Process Engineer for Mobile Architecture, Design, and PlatformTeamPosition Description:This is a position as a process engineer supporting all lines of service withinthe Commonwealth of PA’s Office of Administration – Office of InformationTechnology Bureau of Solutions Management (OA-OIT BSM) that are related todelivery of mobile solutions. The selected candidate will work with theenterprise architect, agency’s development teams, program delivery areas, andbusiness partners to develop, document, communicate, and support lines ofservice, delivery of products and functionality, define Azure design patterns,and support holistic and dependable delivery of mobile solutions for all teamsthat build mobile applications within OA-OIT BSM. The subject areas will includereviews and updates to all mobile platforms within OA-OIT BSM’s platform. Basedon iterative evaluations, the selected candidate will develop designs,proposals, prototypes, and other artifacts to support the enterprise vision andimplement the strategy plan for the enterprise mobile platform to meet existingand future needs. Architecture will define efficient functionality delivery,data reliability, and engaging customer experiences.Specific Duties:All work products would meet industry, Java, and Azure, best practices andstandards and as further defined by the Commonwealth of PA’s Office ofAdministration – Office of Information Technology and the EnterpriseArchitecture and Service Management (EASM) team. The enterprise’s mobile domainincludes applications hosted on a standardized platform of Azure Cloud. Somework may leverage JBoss virtual server technology. Most of the mobileapplications are iOS custom apps with a minority of android custom apps beingdelivered and supported. Enterprise devices for business areas are iOS iPads andiPhones, but there has been some increase in the provisioning of android phones.All applications that are advertised for use are business partner facing, theyare not for citizen use. This position will be responsible for documenting andcommunicating the vision that the team develops to support currentconfigurations and future opportunities into other service options such ascitizen facing or more android native development opportunities.This position will be responsible for developing, documenting, and communicatingthe technological health of the OA-OIT BSM mobile platforms and will support allmobile platform developers, consumers, and support personnel, specifically inproviding excellent customer service. The candidate will work closely with theenterprise architect and the service delivery team to define service deliveryand processes, conduct testing, implement service monitoring, complete riskassessments, and implement customer service communications for the team. Workwill include developing digital artifacts to support communication to disparatedevelopment teams. Documentation will include strategy and roadmaps, designplans, hosting pattern and implementation documents, system to systemintegration patterns, guides for reusable coding and enterprise frameworks,configuration standards, logging requirements, SDLC and CI-CD process maps,testing guidance, implementation and support plans, and educational resources tosupport new technologies and techniques.Additional activities to support this work includes analyzing and documentingpending operating systems upgrade schedules, impacts of technology stack updatesto current application inventory, documenting the team’s updated or new featuresets, and participating in technology review and planning teams, such as EASMspecifically in hosting requirements and solutions. This position will supportthe maintenance and support of enterprise common framework libraries andenterprise shared components that are delivered to other OA-OIT BSM teams toimplement into product solutions via testing, service monitoring, and riskassessments.This position is responsible for communicating constraints including, risks,time, resources, and scope to BSM management as it impacts delivery of workproducts or delivery of a stable mobile platform.The ideal candidate would have experience in DevSecOps practices with a focus onreduced total cost of ownership and ease of use. Key deliverables will besolutions that meet customer requirements for security, accessibility, andfunctionality.· Conduct research to develop new and improved processes for delivery ofservices· Communicate and support integration and implementation patterns and proceduresfor teams leveraging mobile platforms within the enterprise· Design and plan workflow processes for efficient and excellent customerservice delivery· Conduct testing on the enterprise’s mobile platform solutions· Monitor performance metrics and services using automation and manual processesto ensure operational excellence for the enterprise’s mobile domain· Troubleshoot problems associated with mobile processes as they exist in theenterprise’s mobile domain· Evaluate processes and technology to ensure compliance with industrystandards, OA-OIT IT Policy, and EASM standards· Provide estimates in effort and services costs to support the enterprisemobile domain· Develop and support technology upgrades and regular support roadmaps for theenterprise’s mobile domain· Conduct training, provide incident response, and offer guidance to a widerange of mobile customers including other development teams, infrastructureengineers, and mobile app users· Review and recommend technical frameworks, technologies, and implementationpatterns as defined by EASM Standards· Develop and participate in creating detailed project documentation, includingplans, design specifications, roadmaps, models, and technical interfaces· Collaborate with other technical teams to define and support successfuldelivery of services and solutions· Utilize configuration management tools, design tools, debugging tools, and anyother environment specific tools necessary to create, test, and implemententerprise systems, applications, and components· Support enterprise product deployment and enterprise product validationactivities· Collaborate with the enterprise architect to maintain a standard SDLC processfor all OA-OIT BSM mobile development teams· Mentor OA-OIT team members on agency specific and industry best practices forprocesses and standards· Participate and provide feedback in meetings, including daily standup meetings· Provide regular status reports on assigned work to OA-OIT BSM COPA managerSkills and Experience:RequiredKnowledge of digital accessibility and disability inclusionKnowledge of regulations related to digital accessibility (e.g., Section 508,ADA)Knowledge of the Plain Writing Act of 2010 and other regulations related tocontent accessibilityKnowledge of WCAG 2.1 AA requirements related to content authoring andproductionKnowledge of web technologies (e.g., HTML, CSS, JavaScript)Required – 5+ yearsExperience working with development teamsExperience testing and supporting responsive design web applicationsExperience testing and supporting Cloud hosted technology servicesExperience testing and supporting mobile applicationsExperience testing and supporting web servicesExperience in authoring system and technical documentation, diagrams, and otherartifacts in support of customer service and delivery of technology solutionsRequired – 3+ yearsExperience in development and delivery of training content and materialsExperience in production support operations including triage, root causeanalysis, and communicationsPreferred – 1+ yearsExperience creating accessible content using plain language and clear andstructured content, and providing alternatives as neededExperience creating content that reflects diversity and inclusionExperience using accessibility evaluation tools and frameworks (e.g., WAVE,Developer Tools, Accessibility Inspector)Experience using assistive technologies (e.g., VoiceOver, JAWS, Dragon NaturallySpeaking, ZoomText)
