About the Job
The Account Clerk is responsible for preparing, analyzing and maintainingaccounts or ledgers for a state agency.• Reconciles accounts and subsidiary ledgers with general ledger;• Posts transactions to Revenue summary journals;• Prepares a variety of accounting and financial reports from the Revenuesystem.• Prepares, corrects and adjusts entries prior to closing accounts;• Analyzes procurement activity and creates receipts for purchase orders.• Disbursal of funds and assists in the preparation of program area budgetrequests.• Reviews accounts to ensure availability of funds before encumbrances andadvises supervisor if account balance is not in agreement with State Auditor’sOffice.• Ensures all contractual obligations are fulfilled prior to depositing funds.• Monitors flow of appropriated funds;• Monitors verification and editing of ledger input to computerized accountingsystem for the specific program area;• Recommends changes in accounting policies and methods and assists indeveloping accounting proceduresThe job description is not designed to cover or contain a comprehensive listingof activities, duties or responsibilities that are required of the employee.Other duties, responsibilities and activities may change or be assigned at anytime.What You'll Need for Success:• Specialized knowledge of theories, principles and practices of publicaccounting;• Specialized knowledge of federal and state laws, policies and procedurespertaining to government accounting and bookkeeping;• Specialized knowledge of agency function and organization;• Working knowledge of automated accounting systems;• Effectively communicate, both orally and in writing;• Ability to solve standard accounting problems;• Ability to evaluate and recommend modifications to existing accounting policyand procedures;• Ability to prepare and interpret financial statements and reports;• Ability to assist in budget preparation;• Ability to supervise, delegate and coordinate the activities of others;• Ability to accurately perform arithmetic calculations.Supervisory Responsibilities/Direct Reports:• This role does not serve as a team lead for an assigned work group.Difficulty of Work:Guidelines consist of generally accepted accounting procedures and theories aswell as federal and state laws, policies and procedures pertaining to accountingand bookkeeping. Considerable judgment is exercised in applying these guidelinesto develop procedures, maintain relatively standard accounts, prepare reportsand resolve discrepancies within and between accounts.The accountant is responsible for preparing and maintaining a variety of complexledgers and journals for a program area. Reports, provided by the accountant asto financial status of accounts, play a significant role in budget preparationand disbursement of funds. Supervision usually consists of general instructions.Unusual problems and recommendations may be discussed with the supervisor. Workis reviewed upon completion for technical accuracy, attainment of objectives andconformance with policy.Personal Work Relationships:• This individual will be expected to partner with agency personnel and relatedstakeholders working towards completion of assigned functions. Exceptionalcustomer service is provided to agency partners and/or the general public..Physical Effort:• This role performs work in an environment where sitting for extended periodsof time could be expected.Working Conditions:• This role performs work in a standard office environment.
