DESCRIPTION
Ideal candidate serving in this position performs professional cost accounting duties including preparing and analyzing financial and accounting information related to utility services, including adequacy of revenues and fees and charges; Responsible for the internal audit of GUC’s policies and procedures. Ensures that all rates, charges and fees recover all costs and provides a reasonable margin to GUC; Audits documentation submitted to FEMA for reimbursement of expenditures related to recovery from natural disasters; Collect and analyze data to determine costs of business activities such as materials, inventory, and labor costs; Analyze actual operational costs and prepare periodic reports comparing budget to actual costs; Verifies and enters journal entries; Recommends improvements after auditing GUC’s policies and procedures; Assists with completion of the annual external audit; Performs internal audits by reviewing business processes and recommending strategies to promote efficiency and effectiveness of operations consistent with proper internal controls.
Essential functions of the position include, but are not limited to the following:
- Ensures rates, charges, and fees recover all costs and provides a reasonable margin to GUC
- Collects and analyzes data to determine costs of business activities such as materials, inventory, and labor costs
- Analyzes operational costs and prepare periodic reports comparing budget to actual costs
- Audits documentation submitted to FEMA for reimbursement of expenditures related to recovery from natural disasters
- Assists with the completion of the annual external audit
- Performs internal audits by reviewing business processes and recommending strategies to promote efficiency and effectiveness of operations consistent with proper internal controls
- Reviews contracts for compliance with standard operating procedures
- Develop and administer an internal audit program in accordance with generally accepted accounting principles and governmental auditing standards
- Perform independent compliance audits to review the effectiveness of controls and accuracy of financial records
- Develop the Commission’s annual internal audit plan; audit and verify the Commission’s grants, cash receipts and other financial records; monitor and make recommendations on cash management and other policies to ensure compliance
- Reviews key internal controls and their effectiveness; produce written audit reports which include recommendations to improve or correct financial and operational systems and procedures; provide leadership and strategic direction for determining priorities, goals, and objectives to help ensure the Commission’s financial and operational integrity, accountability, efficiency, and effectiveness of operations.
ACCOUNTANT/AUDITOR III QUALIFICATIONS
Minimum job requirements include:
- Bachelor's degree, preferably with a major in accounting or similar field.
- Over five years of experience in auditing, accounting, financial reporting, and analysis.
- Driver's License
ACCOUNTANT/AUDITOR IV QUALIFICATIONS
- Minimum job requirements include:
- Master's degree, preferably with a major in accounting or similar field.
- Over seven years of experience in accounting, financial reporting, and analysis.
- Driver's License
Anticipated work schedule is Monday - Friday 8:00 a.m. to 5:00 p.m. Anticipated hiring range is $63,662.00 - $90,605, commensurate with experience. Applications accepted until filled.
