Your Specific Responsibilities:
This is a highly responsible accounting position at the FDOH-Flagler involving performance of accounting functions and procedures, primarily in the area of Flagler and Baker CHD accounts payable. Incumbent serves as Purchasing Agent for FDOH-Flagler. This position reports directly to the Business Manager III. Specific duties and responsibilities are:
Accounts Payable : Reviews all FDOH-Flagler and Baker requisitions and vendor invoices submitted to the Department for accuracy, completeness, and compliance with the departmental rules and procedures and for budget availability. Codes and batches invoices for payments and processing. Researches problems with orders, invoices, vendors, warrants, statements, credits, contracts and special funding. Performs all accounting functions in the compliance with Section 215.422, Chapter 3A-24 of the Florida administrative Code (Prompt Payment Law) and DOH accounting procedures manuals, policies, and financial memoranda. Monitors the detail for each encumbrance and processes certified forward annually. Uses state computer systems—FLAIR, FIS, FIRS, RDS, and My Florida Market Place (MFMP), WORKS, Axiom Pro—designed to assist with accounting functions.
Purchasing Approver / Agent: Functions as the fiscal approver within the MFMP procurement system. Acts as in-house resource for MFMP for those responsible for ordering, approving, and receiving within the system. Reviews and updates MFMP end-user list. Ensures new staff receives access and training in MFMP. Assists staff in the close-out procedures for those no longer responsible for working within MFMP. Serves as Purchasing Agent for FDOH-Flagler ensuring compliance with DOHP 250-9-14 (FDOH – Bureau of General Services, Purchasing). Coordinate and prepare documentation for incoming and outgoing employees to receive a Purchasing Card (Pcard), after all appropriate training is completed. Request updates to Pcard during emergency activation.
Chief Deputy Registrar: Functions as Chief Deputy Registrar for FDOH-Flagler’s Vital Statistics program. Works with Local and Deputy registrars to Ensure vital statistics program is in compliance with all mandated laws, rules, and procedures in accordance with Chapter 382 of the Florida Statues, Chapter 64V-1 of the Florida Administrative Code, and the CDR Operations Manual. Ensures proper issuance and transmittal of birth and death certificates and the safety of records and security paper. Provides training and updated information to sub-registrars, funeral homes and directors, and the general public as needed. Backs up Deputy Registrar when necessary. Work with the Tax Collector Offices in Bunnell, Flagler Beach, and Palm Coast. Review their entries to make sure their applications are complete . Completes quarterly site visits with each office using the Annual Self-Assessment Tool (SAT) required by the Office of Vital Statistics . Also serves on the Chief Deputy Registrars Advisory Committee, (CDRAC), for the State of Florida.
Financial Assistance: Works directly with Business Manager III and Level 4 supervisors on general expenditure projections for the annual budget. Assists in the review of monthly financial reports, analyzing for programmatic discrepancies between actual and budgeted expenditures. Prepares other financial analysis as requested. Contributes input on expenditure projects for monthly Spending Plan. Assists with preparation and entry of all expenses allotment changes, as they occur throughout the fiscal year. Processes journal transfers and reclassification of expenditures. Maintains a cash fund. Researches, prepares, and enters monthly Reconciliation adjustment entries for FDOH-Flagler’s IBI in the Financial Information System (FIS). Postage Coordinator duties to include but not limited to renewing funds for postage services, print monthly report from postage machine and TR58 from budgeted allocations to appropriate L4/L5 combinations.
Property Custodian Delegate: Property Custodian Delegate responsible for tracking all existing, new, and modifications to FDOH-Flagler equipment required for items over $5000. Maintains an inventory of these items. Assures an identifying inventory tag is assigned and affixed to the necessary property and obtains clerk asset identification numbers from the county. Surpluses equipment to Flagler County government when necessary. Provides inventory information as requested at the local, county, or state level.
Other: Designated Information Security Coordinator and Information Custodian for Finance/Accounting (on-site) and access to identified Vital Statistics and Administrative. Completes related duties as assigned by supervisor. Attends staff meetings, training sessions and conferences; submits timesheets as required. Performs duties as outlined in the FCHD Policy and Procedures titled “Disaster Operating Procedure”, as assigned.
Required Knowledge, Skills, and Abilities:
+ Demonstrates working knowledge of Chapter 382 of the Florida Statutes, Section 64V of the Florida Administrative Code, and the CDR Operations Manual
+ Demonstrates working knowledge of State of Florida Purchasing Policies and Procedures: Chapter 287, F S.;
+ Ariba on Demand (AOD), DOHP 250-9 (Purchasing Policy) and DOHP 56-44-20 (P-Card Guidelines)
+ Knowledge of AOD and WORKS.
+ Knowledge of the principles and practices of purchasing.
+ Knowledge of the Microsoft Office suite of software products.
+ Ability to apply rules, regulations, policies and procedures relating to the purchasing process.
+ Ability to determine work priorities and ensure proper completion of work assignments.
+ Ability to plan, organize, and coordinate work activities.
+ Ability to understand procurement principles.
+ Knowledge of E-Vitals and operation of Office Machines and Microsoft Office

Qualifications:
