The County of Riverside's Transportation and Land Management Agency is currently hiring for an Accountant Trainee located in Riverside and assigned to the administration division,
The Accountant Trainee will be responsible for the billing of both Capital and Non-capital projects for the Transportation Department. The incumbent should strive to become an expert in dealing with the complexities of billing these projects. They should also be analytical in determining how to bill different types of projects comprised of various and extensive fund sources.
This position serves as an approver for other billings within the unit. This means that the Accountant Trainee needs to be well-educated on every billing that is processed in the department. This position requires high levels of communication with the supervisor, subordinate staff, and the Engineering team.
Competitive candidates will have experience with various types of billing.
The Accountant Trainee is a natural progression underfill for the Accountant I. Incumbents are eligible to promote to the Accountant I class after obtaining a satisfactory performance evaluation and meeting the education and experience requirements. Failure to promote to the Accountant I will result in incumbents either being returned to their former County job classification or new hires being released prior to the end of their initial probationary period.

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for multiple county departments, as well as a few distinct TLMA divisions/departments. The departments include: the Transportation, Planning, Building and Safety, and Code Enforcement Departments, the Riverside County Airport Land Use Commission (ALUC), the Aviation Division, and TLMA Agency Administration. The portfolio's departments are focused on infrastructure, facilities, and critical services, which are essential to the quality of life, safety, well-being, and public health of Riverside County residents.
EXAMPLES OF ESSENTIAL DUTIES
BILLING
- Run project reports (Project Summaries, Time and Labor, Queries for Accounts Payable and Journal Entries) in an effort to ensure that all costs have been captured for reimbursement.
- Utilize Software tools.
- Simpler - for reconciliation and budgeting
- PeopleSoft Financials - for Journal Entries and Invoicing
- PeopleSoft Reporting - for running project costing reports.
- Wincams - for time entry
- PeopleSoft HRMS - for timesheet reports
- Verify billings are complete and accurate.
- Ensure all costs are captured and all information has been presented in a clear and concise manner.
- Ensure adequate backup has been provided to substantiate billings and that all billings are in keeping with the project funding plans.
B UDGETS/FINANCIALS
- Prepare annual budgets as assigned.
- Seek substantial justification for budget amounts.

- Present budget for supervisorial review at least 2 days prior to due date
- Prepare quarterly financials as assigned.

APPROVALS
- Review and approve billings prepared by other staff.
- Return billings to staff for corrections or forward to next approver within 3 hours of receipt.
- Provide feedback to staff when corrections are required.
- Review and approve budgets/financials prepared by other staff.
- Review other financial reports prepared by other staff as needed.
MEETINGS
- Be available to meet with management and engineering staff as needed.
- Prepare pertinent material prior to meetings. Ex. TIP meetings
- Have inactive list.
- Have Form 11's.
- Have any pending funding questions or concerns.
CUSTOMER SERVICE
- Aid the billing team in order to help in preparing billings and reports.
- Provide information to the project Engineers as requested and needed.
- Provide information and reports to outside entities such as Caltrans, WRCOG, RCTC, etc.
FILING
- Place all documentation related to project billing in the appropriate shared drive file.
- File form 11's and agreements electronically on the share drive.
MINIMUM QUALIFICATIONS
Education: Completion of 60 semester or 90 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.

Experience:Two years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.
Other Requirements:
Knowledge of: Basic accounting principles and practices; governmental accounting systems, procedures, and regulations; general business law terminology; general budgeting methods and the interrelationships of internal and external recordkeeping systems; accounting systems and procedures containing such items as expenditures, revenues, general ledger, and related accounting procedures; legal requirements of County contracts, agreements, minute orders, and resolutions.
Ability to: Learn the principles and procedures of governmental accounting; analyze data, define problem areas, and draw logical conclusions; examine and verify records; maintain and monitor control totals of primary accounting record sources and summarize and assimilate into reports and other accounting documents; communicate effectively both orally and in writing; establish effective working relationships.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
