Supervisory Responsibilities:
· Recruit, interview and process all new hires for office and field.
· Oversee and assist with the daily workflow of the Accounting and Coordination Departments.
· Handles all human resource functions, including but not limited to, new employee onboarding, terminations, employee time off requests, compliance and health insurance enrollments.
Duties/Responsibilities:
Accounting/Banking:
· Perform monthly reconciliations of general ledger accounts, including bank reconciliations, account receivables and accounts payables.
· Prepare and send all project billings with Vice President.
· Process subcontractor billings which include verification of work completed matches actual project work completion by communicating with applicable Project Manager/Superintendent and/or Vice President.
· Ensuring all expenses are posted to correct accounts and projects.
· Oversees all banking activities and transfers.
· Calculate weekly AP Check Run
· Year-end processing and preparation which includes reconciling all general ledger accounts, ensuring that accounts are properly coded. Processing 1099’s to applicable vendors.
· Provide and work with company CPA all year end documentation. Review and enter all CPA recommended journal entries.
· Prepare and maintain Work in Progress (WIP) report for quarterly report requests and annual CPA review.
· Manage and process annual commercial insurance renewals and audits
· Prepare and maintain company Profit Sharing, Pension and 401K reconciliations and work with 3rd party company for processing.
Payroll: ***MUST KNOW CALIFORNIA AND DAVIS BACON CERTIFIED PAYROLL REPORTING AND COMPLIANCE REQUIREMENTS***
· Processes weekly payroll
· Calculates applicable prevailing wage rates for California Public Works and Federal projects.
· Ensures that wages and hours are accurately paid to employees and that company is paying wages according to applicable state and federal laws.
· Process and pay received wage garnishments according to wage garnishment laws. Ensure that the company is withholding the proper amount.
· Ensures all required compliance documents are completed and submitted to appropriate agencies.
· Submits all required DAS forms.
· Maintain and reconcile all fringe benefits accounts and statements and make ALL applicable weekly and monthly payments on time.
· Accurately maintains required apprentice hours and compliance with each applicable project and communicates with Vice President and Operation Manager on apprentice compliance.
· Tracks, monitors, and collects subcontractors required DAS forms and certified payroll reports to ensure company is compliant.
Human Resources:
· Post job openings, conduct interviews, and process new hires.
· Maintain and update employee files.
· Process time off requests and obtain necessary approvals.
· Respond to any unemployment claims as needed.
· Process and organize annual open enrollment for health insurance.
· Process new hire health insurance enrollments.
· Handle and manage any legal matters pertaining to employees.
· Manage and report any insurance claims.
· Maintain all company labor law posters and enact any new compliance laws in office and at jobsites.
· Update Employee Handbook yearly.
License Renewals and Tax Reporting:
· File all active state sales tax returns according to individual state filing requirements.
· Maintain and renew all company State Contractors Licenses.
Vehicle and Equipment Management:
· Maintain and ensure that all vehicle registrations are paid on time and renewal stickers are received.
· Ensure that all company vehicles always have current registration and insurance in them.
· Maintain, report, and renew all required DOT and state certifications.
· Collect and maintain all driver records for company employees. Ensure DOT compliance for commercial drivers.
Qualifications
Must have 5+ years of Construction/project accounting experience
Must have 5+ years of California Public Works Certified Payroll reporting and compliance and Davis Bacon reporting experience.
Advanced proficiency in QuickBooks, Excel, Outlook, and Adobe programs. Procore system experience preferred but not required.
Strong knowledge of budgeting processes and financial management principles.
Excellent analytical skills with attention to detail and accuracy.
Ability to work independently as well as part of a team in a fast-paced environment.
Ability to multi-task.
Strong communication skills, both written and verbal, with the ability to present financial information clearly.
