- Under general direction, the Accountant series performs a variety of difficult and complex professional accounting duties in support of Authority financial, accounting, and related administrative functions; assists with internal control reviews, performance audits of Authority functions and services; prepares budgets, periodic financial reports and statements; assists with long-range financial planning and annual external audit; performs special analytical studies as directed; may provide some direction and training to fiscal recordkeeping support staff.
- The class of Accountants includes duties as described below. Positions in this class are not supervisory but may exercise lead responsibilities.
Examples of duties of the Accountant III include, but are not limited to:
- Prepares, updates, and manages the Activities, Routine Operation & Maintenance, and Extraordinary Operation & Maintenance budgets
- Gathers and distributes financial data and projections for the preparation of the Authority budget. Plans, reviews, revises, distributes, and interprets budget draft data for management, various committees, and the Board of Directors
- Prepares final budgets for Board approval, and distributes. Maintains current and archived budgets
- Upload the budget into the computerized program.
- Attends all budget preparation and presentation meetings.
- Sets up accounts for general ledger posting, and general oversight; Reviews and ensures the accuracy of ledger posting
- Reconciles revenue and expenditure data with the general ledger prepares month-end journals, closes and adjusts journals and ledgers each fiscal year
- Prepares periodic financial reports and statements
- Performs periodic audits of internal accounting records to ensure accurate controls
- Assists with quarterly reviews and annual audits conducted by outside auditing agencies; Assists Authority management with long-range financial planning, protection of Authority assets, and maintenance of budget controls
- Assists with the development and maintenance of the Authority Management Information System
- Assists with oversight of accounts payable and payroll, prepares, posts, and manages invoices, cash receipts, and subsidiary ledger, prepares monthly related reports for monthly Board meetings Performs special analytical studies
- Regular attendance and adherence to prescribed work schedule to conduct job responsibilities
- Performs related duties as assigned.
- Plan, coordinated, and performed professional accounting work related to the maintenance and development of Authority financial, accounting, budgeting, and management information systems. Provide training and work coordination for fiscal recordkeeping support staff.
- Assist with Authority budget development and fiscal controls.
- Maintain and update ledgers and journals.
- Prepare a variety of financial reports and statements.
- Assist with performance audits of Authority services and functions.
- Effectively prepare and present technical financial information.
- Work under pressure towards time deadlines.
- Effectively represent the Authority's financial functions with individual citizens, community groups, external auditors, and other government organizations.
- Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public.
May occasionally travel by airplane and automobile in conducting Authority business. Communicates orally with Authority Board members, co-workers, and the public in face-to-face, one-to-one, and group settings. Sufficient finger/hand coordination and dexterity to operate and adjust office equipment. Regularly uses a telephone for communication. Uses office equipment such as computers, copiers, and FAX machines. Work at a desk and sit for extended time periods. Moderate standing and walking; Work in an office environment, lift and move objects up to 25 pounds such as large binders, books, and small office equipment. 401(a) Defined Contribution Plan: A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross, base annual salary. 457 Deferred Compensation Plan: participation in the 457 Deferred Compensation Plan is an election. If the employee elects to participate in the 457 Deferred Compensation Plan, the Authority will match up to 5% of an employee’s base annual salary. The total potential combined contributions for the 401(a) and the 457 plans by the Authority may amount to a maximum of 13% of your gross base annual salary. All contributions under both plans vest immediately to you.
Three (3) medical benefit plans are offered through ACWA-JPIA. The Authority contributes 100% (depending on the plan) of the premium for the employee and 75% for the employee’s eligible family members (depending on the plan).

Vacation leave is accrued at the rate of 80 hours per year, increasing to 120 hours per year after 5 years of service, 140 hours per year after 10 years of service, and 160 hours per year after 15 years of service. About San Luis & Delta-Mendota Water Authority:
The San Luis & Delta-Mendota Water Authority was established in January of 1992 and consists of member agencies that provide water service to approximately 1,200,000 acres of irrigated agriculture, 2 million people, and 130,000 acres of wetlands within the western San Joaquin Valley, San Benito and Santa Clara counties.One of the primary purposes of establishing the Authority was to assume the operation and maintenance (O&M) responsibilities of certain United States Bureau of Reclamation (USBR) Central Valley Project facilities, and do so at an optimum level and at a lower cost than the USBR.The Authority serves the information and representation needs of our members by developing, providing and disseminating information to legislative, administrative and judicial bodies concerning a variety of issues such as: Sacramento and San Joaquin Delta exports, water supply, water quality, water development, conservation, distribution, drainage, contractual rights, surface and groundwater management, and any other common interest of the member agencies. The governing body of the Authority consists of a 19-member Board of Directors classified into five divisions with directors selected from within each division. Each Director, and respective Alternate Director, is a member of the governing body or an appointed staff member of his or her agency.The Delta-Mendota Canal delivers approximately 3,000,000-acre feet of water within the Authority service area. Of this amount, 2,500,000-acre feet are delivered to highly productive agricultural lands, 150,000 to 200,000-acre feet for municipal and industrial uses, and between 250,000 to 300,000 acre-feet are delivered to wildlife refuges for habitat enhancement and restoration.The Authority, with its current staffing of 103 employees, continues to provide the leadership necessary to pursue additional reliable water supply for its Member Districts and deliver the water with a reliable system in a cost efficient manner.
