Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ACCOUNTING OFFICER (DIRECT HIRE) (TITLE 5), Position Description Number T5135P01 and is part of the NC USPFO, National Guard (USPFONC-Fiscal Accounting Branch / Manning Document 152E-201). Responsibilities As a ACCOUNTANT OFFICER, GS-0510-12, you will provide financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accountingpolicies, systems, and operating procedures; responsible for the planning, execution, andinstallation of all new and/or improved accounting systems within the division; design, develops,adapts, revises, evaluates, and implements systems including those utilizing automatic dataprocessing equipment; study account, report, and procedural instructions within the broad areaof assignment and, as necessary, any legislative and program background pertaining to thisprogram; holds discussions with program officials, employees, supervisors, etc., to learn the detailsof work processes and procedures; drafts instructions, procedures, manuals, etc., to implement theproposed system or to correct deficiencies in the accounting system uncovered during the study; render advice to management on the effects of accounting changes approved and performsrelated duties necessary to the development of balanced recommendations; monitor workoperations to assure full compliance with procedures and published directives; make formalpresentations of completed systems packages including the acceptability of the data processingsystem applied to higher management levels for final approval; act as catalyst between variousoffice segments and assures smooth continuity of operations; provide financial advice andexpertise to other organizational elements of the state ARNG during the development of integratedaccounting systems; provide both professional accounting assistance and systems design support in the developmentof automated accounting systems and operating procedures for the Financial Manager; provide allresource management functional areas with technical assistance during all phases of thedevelopment, establishment, and maintenance of integrated accounting systems; serve as a professional accountant administering accounting systems; perform duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters; apply professional accounting principles, analysis, theories, concepts, and practices to unique situations; employs accounting policies/standards in the resolution of unprecedented problems/situations; and utilizes non-conventional methodologies as required; implement policies and procedures encompassing different facets of accounting, i.e., general fund accounting, cost accounting, and reimbursement accounting and working capital funds; study interrelationships of systems encompassing the entire spectrum of the Army financial arena (e.g., Standard Army Financial System (STANFINS), Integrated Army Travel System (IATS), The Commercial Accounts Processing System (CAPS), Standard Procurement System (SPS), Defense Joint Military Pay System- Reserve Component (DJMS-RC), Standard Army Intermediate Logistics Systems (SAILS), Joint Services Software (JSS), Standard Army Civilian Payroll System (STARCIPS), and Command Unique Systems; assignment also require an understanding of the characteristics and capabilities of the accounting software architecture and Enterprise Data System (EDS) for Financial Management; as the Accounting Officer, supervises the work of the Fiscal Accounting Branch within theComptroller Division; provide technical supervision of the work of numerous accountingtechnicians; plan subordinates' assignments and distributes workload according to priorities andwork complexity; provide counsel and instruction on work problems and administrative matters; as the Senior Accountant in the division, assists, guides, directs and oversees all professionalaccounting work of the division; perform other duties as assigned. Requirements Conditions of Employment Qualifications EDUCATION REQUIREMENTS Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. OR Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that: (a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining; (b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and, (c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE: Must HAVE at least 1 year equivalent to the next lower grade level (GS-11) of financial accounting and/or performance accounting experiences, in accounting preparation and planning, in preparations and oral presentations that involved financial findings or discovered conditions, and presenting researched recommendations for remedial actions. Education You must provide transcripts documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
