The Accounting Systems Analyst shall support AFRCO senior Financial Management personnel as an accounting technician. Specifically provides advice, guidance, and recommendations to financial personnel in the resolution of a wide variety of cost accounting and pricing issues. The Accounting Systems Analyst shall assist Contracting Officers with cost objectives and ensuring they are based on sound pricing principles, review and evaluate contract price proposals for adequacy and compliance with laws, regulations, and Cost Accounting Standards (CAS). The Contractor shall conduct in depth analysis and evaluation of proposals and present results for the Contracting Officer to determine reasonableness, accuracy, timeliness and completeness.
Wayne Borchers is the Director, Engineering & Logistics consultancy within Serco; he has many years of experience in all of the functional areas of the DoD Acquisition Framework. In his current role, he builds project teams that require the following expertise: acquisition logisticians, systems engineers, cost analysts, test and evaluation SMEs, requirements management SMEs and enterprise architects. He is a retired Navy Aviation Maintenance officer.
In the role, you will have:
- Utilize knowledge of federal, DoD, and Air Force contracting, accounting and pricing regulations, policies, and processes to specific situations.
- Assist in the processing, cancellation of fiscal year funding, close out of old contracts.
- When required, serve on short-term and long-term teams to deal with specific or unprecedented issues.
- Review and evaluate contract price proposals for adequacy and compliance with laws, regulations, and Cost Accounting Standards (CAS).
- Manage significant and complex agency acquisitions involving diverse supplies and services.
- Evaluate technical, audit reports, and legal opinions to determine the various cost elements or justified exceptions in terms of factors, like risk, extent of government assistance, problems of capital investment, and extent of subcontracting.
To be successful in the role, you will have:
- Bachelor's Degree in relevant field and a minimum of 10 years in an acquisition related discipline; at least 1 year of experience in DoD/IC environment with demonstrated SCI/SAP working environment experience.
- An active TS/SCI clearance is required.
- Proficient in classified accounting systems
- Ability to work under aggressive schedules with demanding performance requirements
- Proficient in Microsoft Office
- Ability to travel 10%
