The County of Riverside is seeking qualifiedAccounting Technician I to fill current and future vacancies throughout the county for Regular openings for all Departments. This county-wide recruitment will establish an Accounting Technician I Candidate Pool of qualified applicants.
Our feature Department of the Month is:
Riverside County Flood Control & Water Conservation District is seeking unique individuals with strong customer service skills and the knowledge of basic methods, practices, and terminology of fiscal record keeping and accounting principals.
The position will be responsible for the following:
- Prepare regular reports of revenues
- Reconcile and prepare reports of the status of customer deposits for project manager review,
- Conduct collection efforts for accounts receivable
- Generate customer invoices and compile computer generated spreadsheets
- Post and reconcile accounts to the general ledger and job/project ledger
- Track incoming revenue
- Handle and deposit daily cash, receipt and log daily payments of cash/checks received
- Assist customers at the District's front counter and answer questions that involve researching and abstracting technical data
- prepare complex journal entries
- Applicants will answer questions about location preferences, work experience, and
qualifications.
- The most competitive applicants (based on specialized skills) will be referred
for interviews.

Some positions may require a law enforcement background investigation which requires completion of an extensive questionnaire, meeting with a background investigator, and submitting several references.

EXAMPLES OF ESSENTIAL DUTIES
(Depending on the area of assignment, duties may include, but are not limited to, the following)
• Compiles, monitors and researches data for reports and budget projections; assists in the preparation, or prepares, complex statistical and financial reports including reconciliation of various statements on a weekly/monthly basis.
• Performs responsible paraprofessional accounting work; prepares periodic statements and analysis of revenues and expenditures; anticipates, identifies and resolves problems in accounting operations.
• Prepares claims and expenditure reports; prepares analytical reports on revenues and expenditures with review of specialized/technical accounting records and processes a variety of invoices and billings.
• Prepares reports on the status of services, contracts, grants, fee receipts, entitlement and reimbursement programs, accounts receivable, accounts payable and trust accounts.
• May assist other staff in the solving of difficult and unusual problems relating to payroll, accounts receivable, revenue and cost accounting.
• Answers questions that involve searching for and abstracting technical data to provide an explanation of laws, policies and procedures.
MINIMUM QUALIFICATIONS
Experience: One year experience as a Senior Accounting Assistant with the County of Riverside or an equivalent position.
OR
Three years of experience in the maintenance and review of fiscal, financial or statistical records, including one year in the reconciliation of accounts (experience in reconciling governmental budget accounts is preferred). One year of the required non-specialized experience may be substituted as listed under Education.
Education Substitute: One year of the required non-specialized experience may be substituted with the completion of 12 semester or 18 quarter units in accounting from an accredited college or university. All required experience may be substituted with a Bachelor of Science degree in Business Administration with an emphasis in Accounting from an accredited college or university.
Positions at these levels may require specific and detailed knowledge depending on the area of assignment, including:
Knowledge of: Governmental accounting systems, procedures and regulations; the interrelationships of internal and external recordkeeping systems, accounting systems and procedures containing such items as expenditures, revenues, general ledger and related accounting procedures; legal requirements of County contracts, agreements, minute orders and resolutions.
Ability to: Understand the relationships among fiscal or statistical records and documents; understand transactions in terms of accounting codes and classification; perform a wide variety of difficult and responsible financial/accounting duties; maintain and monitor control totals of primary accounting record sources and summarize and assimilate into reports and other accounting documents; understand and interpret the principles, laws and procedures involved in the bookkeeping and auditing functions; gather and analyze a variety of financial data and draw logical conclusions.
SUPPLEMENTAL INFORMATION
OTHER REQUIREMENTS:
Certificate: Possession of the Fundamental Payroll Certification issued by the American Payroll Association within 12 months from date of hire is required for Accounting Technician I positions within the Payroll Unit of the County Auditor-Controller's Department. In addition, possession of a valid California Class C Driver's License may be required of some positions in this class.

Pre-Employment

Probationary Period
As an Approved Local Merit System, all County of Riverside employees, except those serving "At Will," are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
