About the Job
Sigmatech is seeking qualified candidates to serve as a Acquisition Program Analyst in support of PM Tactical Radios requirements at Aberdeen Proving Ground. The successful Program Analyst will provide premier support as a SETA contractor and will be responsible for the following items, including but not limited to:
- Supports planning, evaluation, review and prioritization of technical and financial resources associated with assigned programs.
- Supports program, planning, evaluation and financial management functions, as well as the cost analysis and other cost and contractor performance measurement functions for assigned programs.
- Applies independent expert knowledge of program planning and evaluation, Army missions, goals and objectives.
- Independently selects methods, plans and coordinates the details, and carries work through to its conclusion with minimal guidance.
- Prepares, coordinates and/or reviews the preparation of portions of written plans, schedules and milestones for accomplishing goals.
- Prepares Department of Defense programmatic reporting requirements, acquisition documentation, milestone decision documentation, and spend plan management.
- Supports planning, evaluation, review, and prioritization of technical and financial resources associated with assigned government programs.
- Supports program planning, evaluation, and financial management functions as well as the cost analysis and contractor performance measurement functions for assigned government programs.
- Perform extensive coordination with Product, Program and Project Managers, other Project Executive Offices (PEOs), DA staff, other services, and industry personnel during all phases of assigned projects.
- Applies independent expert knowledge of program planning and evaluation, Army missions, goals, and objectives.
- Independently selects methods, plans, and coordinates the details, and carries work through conclusion, with minimal guidance or supervision.
- Completed work will be reviewed for soundness of analysis, suitability of methods used, and for conformance with organizational analytical procedures and practices.
- Organizes, schedules, and assists in administering supporting functions of appropriate meets for discussion of issues.

Required Experience:
Minimum Qualifications:
- Active DoD secret security clearance
- Minimum of four (4) years experience managing government programs is required
Desired Qualifications:
- Bachelors degree in Business, Accounting, Finance or Economics
- A minimum of eight (8) years of experience can be substituted in lieu of a degree.
- Experience in the planning, programming, budgeting, and execution (PPBE) support to include (but not be limited to) budget formulation with validated requirements and manpower costs, justifying and defending against proposed funding changes and potential delays in program spending, developing budget exhibits, presentations, Army Program Budget Briefs (APBB), and lifecycle analysis to facilitate mission success within the programs is highly preferred. Any additional experience in acquisition reporting would be a bonus.
- Additional experience entering, managing, and presenting data contained in Government software systems such as the Defense Acquisition Visibility Environment (DAVE) Project Management Resource Tool (PMRT), and the Army Equipping Enterprise System (AE2S) would also be beneficial.
