OBXtek is staffing for an Acquisition Specialist, Sr. - FMS Support (SSC/CGUF – Foreign Military Sales (FMS)) for the United States Space Force (USSF) Space Systems Command (SSC) Acquisition Support Services contract to support Military Communication (MilComm) & Positioning, Navigation and Timing (PNT) Directorate. This contract provides the MilComm & PNT Directorate with a broad range of acquisition capabilities to execute effective and responsive integrated program management of space-related research, development, production, operations and maintenance, and lifecycle acquisition activities. Position is contingent upon contract award.
This position interacts with Directorate leadership. The individual will provide support to Space Force customers in El Segundo, CA. Key duties associated with this position include:
- FMS Customer Requirements Definition. Provide support in the case development, case implementation and case closure to procure FMS equipment, security devices and services for all authorized countries. This support includes: 1) customer requirements definition, 2) case development, 3) procurement of equipment, security devices and services, 4) delivery reporting, 5) FMS case financial reconciliation and 6) FMS case closure. Establish and maintain a case folder for each case assigned.
- FMS Case Development. Initiate and process FMS equipment, security devices and services release-ability and disclosure assessments/approval to ensure compliance with the DoD Security Policy. Develop a Pricing and Availability (P&A) Letter in response to Letter of Request (LOR) from the purchasing country. Develop Letter of Offer and Acceptance Data (LOAD) in compliance with the Security Assistance Management Manual (SAMM) and DoD Security Policy and International Traffic in Arms Regulations (ITAR). As part of the LOAD, develop the Missile Technology Control Regime (MTCR) initial assessment letter for submission to the Dept. of State. Develop, submit and track FMS case Manpower Requirements Packages (MRPs) in the Security Assistance Manpower Requirements System (SAMR). Perform security oversight review per Process Requirement Document (PRD) for GPS Selective Availability Anti-Spoofing Module (SAASM )Direct Commercial Sales (DCS)/Section 30 Sales. Review FMS case data and information submitted by DOD Services for compliance to ITAR and US DoD Security Policy.
- FMS Case Implementation. Initiate Purchase Requests in order to have a funding document to procure the equipment, security devices and services required by the FMS case. Support the development of contract acquisition plan, funding
documents, DD 254, equipment/security devices/services procurement action memorandums, and International Agreement Competitive Restriction (IACR) documents. Perform technical evaluation of the Contractor’s proposal/quote. Monitor contract award and delivery of the items required in each case to ensure that equipment, security devices and services are ordered on time and delivery schedule requirements are met. - FMS Case Closure. Perform review and reconciliation of DD250s to confirm deliveries that were made. Create performance delivery reporting and issue the Notice of Supplies and Services Complete (NSSC) letters when required. Close the FMS case line one year after the issuance of the NSSC. Revise the FMS case value within Defense Security Assistance Management Systems (DSAMS) to reflect actual expenditures upon receipt of tasking from the Air Force Security Assistance Center.
- FMS Country Reviews. Create FMS case briefing charts and briefs at the Country Case Management Review (CMR) and Country Financial Management Review (FMR). Contractor shall support in-country GPS hardware audits related to GPS Host Application Equipment (HAE) integration to indigenously developed platforms.

Salary Range: $135,000 - $220,000k/year
Qualifications:US Citizen and possession of a current Secret Clearance
Required Qualifications:
- Masters Degree (MA/MS) in a related field, such as Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics.
- 10 or more years of extensive, relevant experience working on high-visibility or mission critical aspects of a given program performing all functional duties independently and overseeing personnel in the same career field.
- Excels in advising, improvising, optimizing, and making thorough recommendations to Government Senior Leaders
- Expertise using MS Office applications and DoD, Air Force, and/or Space Force tools.
Preferred Qualifications:
- Master’s Degree in business desired (Master’s Degree in an unrelated field requires an additional 2 years of relevant experience or relevant Professional Certification)
- APDP Level III or equivalent is desired.
