Overview
Credence Management Solutions, LLC (Credence) is seeking an experienced System Engineer with first-hand experience implementing Army Defense Business Systems and overseeing the implementation of Defense Business Systems from multiple perspectives, including business process mapping, business process reengineering, impact analysis, requirements management, implementation methodology development and refinement, cost estimating, and executive stakeholder communications.
This is largely a remote position (currently 4 days telework/week) supporting the GFEBS Product Office in Crystal City, VA. 100% telework possible with client approval.
The Army Contract Writing System (ACWS) is the Army’s next generation, enterprise wide, contract writing and management software system. ACWS utilizes commercial off-the-shelf (COTS) Appian software and is already in initial deployment in CONUS and OCONUS. Upon full deployment, ACWS will eventually provide access to full spectrum contract management, from requirements identification to contract close out. ACWS replaces antiquated legacy systems (Standard Procurement System – SPS) and Procurement Automated Data and Document System (PSDDS).
ACWS benefits to Soldiers and other users include:

· Secure environment contracting to support Intelligence and Security Command global mission
· Modernizes ability to award and sustain major weapon systems contracts by replacing legacy PADDS
· Provides efficiencies to the Army end user by streamlining and standardizing business processes
· Ultimately support approximately 10,000 Army users at approximately 300 sites, executing all six functions in the contracting life cycle (Requirements Development, Solicitation, Source Selection, Award, Contract Admin, Contract Closeout)
Responsibilities include, but are not limited to the duties listed below
Familiarity with Agile concepts and principles and experience operating in Scaled Agile Framework environments (SAFe).
Responsibilities include supporting the Army Contract Writing System Program Management Office with any Systems Engineering activities, which include but are not limited to: authoring or supporting technical feasibility assessments; reviewing System Integrator or Technical Integration Partner products and assessing for accuracy / completeness; coordination and technical integration with partner systems, including managing technical data exchanges or interfaces; representing Army Contract Writing System equities in Department- or Defense-wide discussions such as PDS/PRDS data schema reviews; writing or contributing to User Stories in support of Defense Business Systems; contributing to or defining technical strategies to optimize Procurement-related systems and processes across the Army Defense Business Systems Portfolio; working with Secure organizations to document procurement system requirements and coordinate activities in support of future Secure system; support, create, and/or review all Enterprise Architecture products; and coordinating activities among Army Contract Writing System stakeholders in order to support efficient and effective change management.
In addition, the Systems Engineer may represent Army Contract Writing System and information needs across PEO-Enterprise and Army Wide Capability Protection meetings; translate business needs into executable long-term architecture solutions, ensuring that Enterprise Architecture, Data Architecture, Solution Architecture, and Cloud Architecture products and processes are aligned and function as a complete unit; review information models and process models to structure the system information and processes optimally for Army Contract Writing System priorities; under general supervision, instruct, direct, and review the work of other System Engineering team members; lead a group of engineers, analysts, and/or technicians assigned for the duration of a project or initiative and function as lead within said group; provide actionable, executable recommendations aimed at Army Contract Writing System operational efficiency or key business performance metrics, and; coordinate with ODASA(P) representatives to ensure that technical solution meets required business and operational objectives.
- Provides effective cross-functional team collaboration within area of oversight. Reviews legislation, audit findings and regulations pertinent to Information Technology Analytics. Conducts periodic evaluations to determine if objectives are being met and consistently identifies the opportunity and need to revise priorities. Evaluates techniques and approaches, identifies emerging trends to determine and implement appropriate strategies. Reports findings and recommendations for improvements to the ACWS Engineering Management Branch (EMB) Chief.
- Provides guidance on data design and acquisition strategies for the development and implementation of data analytics, master data management, data warehouse, and data mart solutions. Drives data standards, data security, utilization and prioritization guidance and oversight..
- Provides technical oversight for all activities related to ACWS and Army data and its use for business intelligence, data analytics, and program assessment. Reviews and approves technical recommendations, data architecture designs, data acquisition strategies, proposed solutions, data models, and deliverables from vendors
- Coordinates and collaborates with cross-functional teams, stakeholders, and third parties for ACWS’s data sources, storage, and maintenance needs, including Enterprise Architecture, Interface Architecture, Appian (software) Architecture, Cybersecurity, and Audit Readiness, to assess data analytics, performance measurement and reporting needs to ensure technology and tool recommendations meet business needs.
- Represents ACWS and EMB at business meetings, legislative sessions, seminars, conferences, workgroups, task forces and committees, as needed. Responds to legislative inquiries or other requests for information. Oversees ongoing improvements, adoption of best practices, and implementation of system enhancements within the area.
- Participates in the development of procurement documents (RFP's, RFI's, SOW's, etc.) and Quality Assurance Team (QAT) Framework documents. Participates as an evaluator and provides recommendations for procurements related to data analytics activities.
- Supports delivery and sustainment of a standardized and modernized data environment containing all of the operational data stores, data marts, and data warehouses needed to support the capabilities managed by ACWS.
- Develop and implement data governance processes that reuse and share data services and data assets across the Army contracting community
- Design and maintain a contracting data dictionary/metadata dictionary which provides information, definition, and taxonomy of various data elements such as report, table, column, business rule, system, etc.
Education, Requirements and Qualifications
- Must posses an active Top Secret Clearance
- Bachelors Degree preferred
- 12+ Years of related experience required
- Knowledge of enterprise architectural frameworks such as DODAF, TOGAF, specifically regarding data modeling requirements.
- Knowledge of operational support requirements of networks, operating systems, Internet technologies, databases, and security applications.
- Knowledge of laws and regulations relevant to data management and data governance.
- Knowledge of industry standard technologies and tools, including database management systems, master data and metadata management tools, data acquisition strategies, cloud storage, and associated security considerations for all data classifications.
- Knowledge of hardware and software technology infrastructure, configuration, networking and telecommunications requirements for data and analytics systems.
- Knowledge of data mining and segmentation techniques.
- Knowledge of data visualization tools and data modeling tools (such as Visio) and Enterprise Architecture Tools (such as ARIS).
- Knowledge of SQL and Oracle
- Knowledge of Appian and Appian data structures.
- Familiarization is desired with Defense Pricing and Contracting (DPC) Procurement Data Standards (PDS) used to meet Peer-to-Peer (P2P) handshake metrics, as well as the Purchase Request Data Standard/ (PRDS) and PDS schemas.
Working Conditions and Physical Requirements
Majority of work remote, occasional travel to client and/or customer/stakeholder location within the Washington DC Metro area.
