Description of Job
Work Unit
The Permits Section exists to develop and issue discharge permit actions (new, renewal, modification, termination) for discharges of pollutants from point sources to waters of the state, to regulate the land application of biosolids, to regulate the beneficial reuse of reclaimed water, and to control discharges of pollutants to publicly owned treatment works (POTWs) through implementation of the pretreatment program. These activities are mandated by the Colorado Water Quality Act. In addition, the Section participates in the development of statutes, regulations and policies related to the issuance and enforcement of such activities. The Section also develops preliminary effluent limits (PELs) and provides compliance assistance and general public assistance. The work of the Permits Section is distributed across multiple work units. This position is part of a technical and administrative support team that reviews and issues the permits, answers questions and directs phone and email traffic, enters data into the systems of record and other administrative tasks as needed.
About the position
This position assists the Permits Section Manager, the Unit managers, and the permit writer staff in the Section by providing technical and office management support to the work of the Section. This position continues to conduct technical support duties that have been assigned to this position from the Environmental Protection Specialist positions in order to allow those at the EPS classification to focus on those duties for which an EPS classification is required (such as modeling, calculating statistics, and negotiating permit conditions). This position applies specialized procedures and techniques in order to verify the accuracy of information received in permit applications, identify appropriate terms and conditions to be included in final permit actions issued by the division, and develop permit actions.

Minimum Qualifications

One year of administrative assistant experience performing clerical duties. Clerical duties include answering phones; taking memos; maintaining files; drafting, proofreading, sending and receiving correspondence; greeting clients and customers; scheduling meetings and events; ordering office supplies; and sending emails and faxes.
Substitution:College coursework will substitute for the required experience on a year-for-year basis (30 semester hours equals one year of experience).
The required experience must be substantiated within the work experience section of your application. Your resume will not be reviewed to determine if you meet the minimum qualifications; only the work experience section of your application will be reviewed to determine this. "See Resume" statements on the application will not be accepted. In addition, part-time work will be prorated.
