Overview:HCMO requires contractor support to assist with the administration of NMFS training programs, provide meeting coordination and logistical support, and general office administration.
Background:The Human Capital Management Office (HCMO) within the NMFS Office of the Assistant Administrator (OAA) develops human capital strategy, provides guidance on human resources policies and directives, administers honor and performance awards, coordinates performance management, coordinates training programs, and supports human resource information systems projects. The HCMO is an office of senior management and staff that work on high-level/high-priority initiatives, focused on enhancing human capital management.
Responsibilities:Key tasks include, but are not necessarily limited to, the following:
- Conduct administrative review of NOAA / NMFS program applications (e.g., leadership programs, training programs, performance awards) to ensure the applications are completely and correctly filled out and follow up with applicants as needed.
- Coordinate routing of applications as needed.
- Solicit agenda items, prepare, and disseminate meeting agendas, prepare minutes from meetings, and disseminate to participants, and assist in tracking action items.
- Coordinate logistics for various meetings (reserve meeting /training rooms, print and assemble meeting materials, manage audio visuals, set up webinars, and manage rosters).
- Inventory and coordinate office's supply orders with procurement staff, maintain budget- tracking spreadsheets, and reconcile expenses.
- Develop and maintain training request tracking files (e.g., using google docs, MS Excel, MS Access).
- Enter routine personnel actions into the HR IT System
- Upload content (e.g., documents, templates, and meeting minutes) and meeting minutes to intranet, wiki, and google sites as needed.
- Ship/mail award plaques and certificates to recipients as needed.
- Provide timekeeper support.
- Assist federal employees with making travel arrangements and reservations, expense vouchers, and system access (E2 travel system) as needed.
- Monitor all HCMO mailboxes (human resource, staffing plans, training, and awards) and maintain mailboxes, track requests, and route to appropriate federal staff
- Update contact lists (e.g., HR Liaisons, OMIs, Pay Pool Managers) and upload to intranet as needed.
A successful candidate shall demonstrate clerical, organizational, and time management skills; and four (4) years’ experience in administrative support functions. Candidates must have specific experience in the following:
1. Providing administrative and logistical support to an office;
2. Writing and communicating clear and concise communications, guidelines, and requests to stakeholders, staff members, and senior leaders;
3. Proficiency in the use of Microsoft Office (Excel, Word, PowerPoint, and SharePoint) and google docs; and
4. Web Content Management Systems (e.g., Rhythmix, Drupal) for routine document uploads is desirable.
Asociates degree (or equivalent), and approximately 6 or more years related experience.
