About the Patient's Compensation Fund
This announcement is to fill a temporary appointment for up to a 4-year term. The Patient’s Compensation Fund (PCF) is an off-State budget entity of the State, which is 100 percent self-funded, and governed by the PCF Oversight Board. The Fund was created to provide an affordable and guaranteed medical malpractice coverage system for the private healthcare providers in the State. The PCF is accordance with State statute falls under the Division of Administration for policy. This position is within the Surcharge Unit of the PCF. The incumbent will perform a variety of administrative and clerical duties in primary support of the Surcharge Unit lead Program Specialist and functionally in support of the Surcharge team. Surcharge is a specialized unit of the PCF that reviews and qualifies health care provider coverage, calculates billing and collections of revenue for Medical Malpractice coverage, and enrolls providers in the Fund.
Incumbent will be accountable to help with the approximate25,000individual surcharge payments from private health care providers (doctors, hospitals, etc.) which will require an intermediate level of financial savvy and computer skills for payment entry and data matching. Incumbent will demonstrate strong ethical behavior working with highly confidential data. The total dollars received is in excess of$150million. Incumbent will exercise discretion, possess strong customer service skills, be effective in professional communication both verbally and in writing with the primary customer being professionals in the medical community, be results-oriented, have attention to detail with data entry and calculations for data matching, and have strong time-management skills to meet statutory deadlines. While this incumbent may exercise some independent judgment, there will be oversight and assignment of duties.
This position is located in the downtown Capitol Park area of Baton Rouge where parking is provided. Applicants are expected to have reliable transportation. This is a full-time, benefit eligible, temporary position. Desired applicant will be subject to background and drug screen pre-employment testing. OMV record will be pulled upon hire to determine eligibility to drive on state business (local travel rarely needed). This position directly reports to the lead Administrative Program Specialist A and may receive assignments from other Administrative Program Specialists in the Surcharge Unit that incumbent supports.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
One year of experience in which clerical work was a major duty.
SUBSTITUTIONS:
Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience.
Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for the required one year of experience.
College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.
NOTE:
Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.
NOTE: Any college hours or degree must be from an accredited college or university.

Index and process Finance Notices received by PCF for enrolled Health Care Providers with financed Primary Premiums.
Processes/notates mid-term policy updates that do not involve surcharges. Completes Surcharge file clean-up.
Assists Administrative Coordinator 3-4 in matching data reports to incoming checks.
Sends out monthly renewal notices for healthcare providers.
