Summary This position is in the Federal Transit Administration’s (FTA) Region 2 Office in New York, New York. The Region 2 Office is responsible for providing Federal financial assistance, programmatic and project management oversight, and technical assistance to States, municipalities, metropolitan planning organizations, and public transportation providers in New York and New Jersey. Responsibilities As an Administrator Management Specialist, you will: Serve as the lead administrative human resources liaison for the office. Leading the development and quality assurance/ quality control of required paperwork to support human resources actions. Execute procurement and contracting for the regional office space to maintain operational status, including oversight of contracts and exercising discretion to retain subject matter experts to satisfy technical requirements. Lead the coordination of regional responses to correspondence in an organization and/or acts as a liaison or handles the communication with peers or groups within the organization. Serve as the lead Regional trusted agent and have primary responsibility to process PIV card transactions, including provisioning and certificate updates. The ideal candidate for this position is an experienced Administrative Officer who has expertise in various administrative functions including cost center management, oversight of the office personnel program, office services management, and contracting and procuring supplies and services. The candidate would also possess high-level oral and written communication skills to advise management and develop human resources, purchasing, and other documents required. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with administrative regulations and guidance by providing communication to staff to enable their compliance with current administrative requirements. Experience in applying analytical and evaluative methods and techniques to issues or functions related to office automation.
