About the Job
The County of Riverside's University Health System - Behavioral Health department seeks an Administrative Services Analyst I/II to join their Program Support team. Under direction, the incumbent will be responsible for assisting the Purchasing department with contracts and agreements that serve the RUHS-Medical Center, establishing scope of work and review terms and conditions with vendors, county counsel, and risk management, and tracking the routing of contracts ; and other administrative work as required. This position is located in Riverside.
This position has a 9/80 schedule (scheduled day off will be determined at a later time).
The Administrative Services Analyst I classification is a natural progression under fill for the class of Administrative Services Analyst II. Incumbents are eligible to promote to Administrative Services Analyst II after obtaining one year of experience as an Administrative Services Analyst I, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements. Failure to meet the requirements to promote at the end of the probationary period will result in incumbents being returned to their former County classification or new hires being probationary released.

EXAMPLES OF ESSENTIAL DUTIES
•Conduct studies of operational, service, and programmatic activities including work flow, organizational structure, operating procedures, space utilization, facilities management, equipment usage, and staffing patterns; develop reports and recommendations for appropriate action based on the analysis of collected data.
•Assist in the preparation of budgets and performs cost/benefit analysis of specific programs; review financial data on an on-going basis to ensure conformance with established guidelines.
•Monitor adherence to contract terms.
•Develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures; coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.
•Assist in the preparation of grant applications; participate in various meetings and present and/or gathers data to assist management in making administrative and operational decisions; prepare a variety of records, reports, and correspondence.
•Direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of routine tasks.
MINIMUM QUALIFICATIONS
Administrative Services Analyst I:
OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
OPTION II
Experience: Four years of paraprofessional experience in an administrative capacity.
OPTION IIIExperience: One year as an Administrative Services Assistant with the County of Riverside.
ALL OPTIONSKnowledge of: Principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; principles and practices of fiscal management and/or budgetary control and/or contract monitoring.
Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures; interpret legislative and administrative mandates and regulations; establish and maintain effective working relationships with those contacted in course of work; communicate effectively in written and verbal form.
Administrative Services Analyst II:
OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Paraprofessional administrative experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
AND
Experience:One year of professional experience in an administrative capacity.
OPTION II
Experience: One year as an Administrative Services Analyst I with the County of Riverside.

Knowledge of: Principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; principles and practices of fiscal management and/or budgetary control; grantsmanship; basic elements of supervision; and/or contract monitoring.
Ability to:Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
