Summary The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. The incumbent serves as the Administrative Support Assistant and confidential secretary to the Senior Strategic Business Partner (SSBP). The incumbent will provide assistance to the SSBP and when necessary, other Strategic Business Partners. Responsibilities The incumbent of this position is responsible for organizing and maintaining efficient office operations and assisting the Tuscaloosa, Alabama VA SBU HR Leadership Team with the management and functionality of the Strategic Business Unit including the management of human resources, facilities, space, workload, and public relations for the unit. Duties include but are not limited to; Organizing and maintaining efficient office operations and assisting the Senior Strategic Business Partner with the management and functionality of the Strategic Business Unit including the management of human resources, facilities, space, workload and public relations for the unit. Reviewing all work coming into the unit, determines the items which require action, establishes time frames for accomplishment and makes a tentative staff assignment. Providing approving official with all pertinent purchase card documents for approval by the same and maintains documentation as required. Reviewing of all outgoing reports and correspondence requiring the signature of the SSBP or of any higher-level management official. Schedules appointments and plans for time, participants, and location of meeting in accordance with instructions from the supervisor. Performs timekeeping functions for the unit and trains alternates, as necessary. Performs a variety of administrative support duties, such as making travel arrangements, making arrangements for meetings and conferences, hearings, composing non-technical correspondence, locating and assembling information for various reports, briefings, conferences, etc. designing and organizing the flow of clerical and administrative processes in the office. Assists in conducting New Employee Orientation sessions and training programs; composing handouts and training materials; discussion and explains employees concerns and requirements for selecting health, life insurance, uniform allowance, paydays, sick and annual leave system, Post-56 Military Deposits, retirement systems they will be under, and other privileges and fringe benefits to be derived through Government service. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am - 4:30pm (Subject to change based on agency needs). Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-06 Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: tracking data; communicating effectively both orally and in writing; providing clerical and administrative support; coordinating meetings and scheduling conferences; preparing, executing, and/or tracking inquiries and information; providing general office supply and equipment support services; preparing and completing a variety of reports. GS-07 Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collecting, compiling and tracking data; communicating effectively both orally and in writing; providing clerical and administrative support; coordinating meetings and scheduling conferences; establishing priorities and setting deadlines; preparing, executing, and/or tracking inquiries and important information; providing general office supply and equipment support services; preparing and completing a variety of complex reports. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
