Summary You will serve as a Technical Department Acquisition Advocate (TDAA) in the Test and Evaluation Department of Naval Undersea Warfare Center Division Keyport (NAVUNSEAWARCENDIV KEYPORT WA). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will develop, plan, execute, and monitor the effectiveness of department procurement activities including contracting, bank card, and other purchasing practices in support of department mission accomplishment. You will supervise department Contract Officer Representatives and provide oversight for department purchasing competencies. You will be responsible for hiring, discipline, leave approval, time keeping, and mentoring for a small workforce. You will support the Department Head in developing department procurement policy supporting technical work execution. You will develop and report metrics that assist Department Managers in improving the effectiveness of procurement activities. You will plan, organize and administrate complex projects and initiatives. You will establish and implement policies and provide advice and guidance. You will conceptualize, plan and obtain cooperation of high-level personnel, foster teamwork and direct the work of others. You will develop requirements for data calls internal and external to Naval Undersea Warfare Center Division Keyport. You will lead and participate in business planning efforts of Keyport's support organizations. You will visualize, articulate and solve both complex and simple problems and concepts and make decisions that are based on available information. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower level NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector planning, developing, or monitoring the effectiveness of an organization's procurement activities.
