Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Office of Investigations and Assessments of NAVUNSEAWARCENDIV NEWPORT RI. This position is equivalent to the GS-11/12 level. Responsibilities You will serve as a member of the Office of Investigations and Assessment conducting investigations of command matters as directed by the Commanding Office of Naval Base Newport, RI. You will independently manage and execute all aspects of the investigative process including preparation of investigation planning documents, evidence collection and analysis, witness subject interviews, and develop detailed investigation reports. You will provide information to guide Command on decision-making and accountability, issues and recommendations for corrective actions that include changes to policies and management controls. You will conduct trend analysis of investigative results to make recommendations for proactive measures to improve management controls and combat employee conduct. You will support the implementation of the Harassment Prevention and Response Program at Naval Undersea Warfare Center Division Newport to include the conduct of investigations that stem from employee harassment. You will conduct assessments as directed by the Commanding Officer, focused on evaluating or researching matters of importance to the command. You will conduct quantitative and qualitative research of complex data sets collected from numerous sources and detailed regulations and statutes. You will require strong oral and written communication skills including that ability to brief senior management. You will gather information through interviews and meetings with organization personnel, including employees, project managers, supervisors, and senior management personnel. You will make creative recommendations for corrective actions that are impactful and relevant, to mitigate future occurrences. You will analyze complex problems and will interpret or apply law, rule, regulation, or instruction to address the matter. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector: conducting organizational reviews (e.g. investigations or assessments) to analyze data and identify trends that benefit from corrective action recommendations for the improvement of management controls and reduction of misconduct.
