State of Idaho - Department of Administration Opportunity
Are you an experienced leader looking for an opportunity to serve the great state of Idaho? The Department of Administration is looking for an enthusiastic and collaborative minded individual to serve as Administrator of the Division of Public Works. This position reports to the Director and is part of the Department's Executive Team. Responsibilities include;
· Management of construction activities for State facilities.
· Management of the State's alteration and repair program and asbestos abatement program.
· Management of Capitol improvement programs.
This position also serves as the building owner and manager for the Capital Mall Complex in downtown Boise, the Chinden Office Complex in west Boise, and the State Office Buildings in Lewiston and Idaho Falls.
SPECIAL NOTIFICATION: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.
We serve Idaho by promoting responsible government through expert customer support.
Example of Duties:
· Contracting authority for all Permanent Building Fund (PBFAC) construction contracts statewide, as well as all agency contracts exceeding one hundred thousand dollars.
· Directs the activities of approximately 600 current projects valued at an estimated $1.9 billion. Activities include construction management and delivery methods; engineering and design; electrical, mechanical, structural and controls; building operations and maintenance; space allocation; and leasing of commercial property for State agencies.
· Provides final approval in all professional agreements and construction contracts.
· Sets policies and procedures which affect all agencies and institutions including the development.
· Reviews and oversees implementation of policies for the Permanent Building Fund Advisory Council (PBFAC).
· Development of request to the Legislature for the PBFAC allocation .
· Presents to the Idaho Legislature.
· Directs annual research and preparation of the mandatory 5-year facility plans.
· Manages an annual operating budget of approximately $21 million which includes a staff of 65 full time employees and ongoing contracted staff.
Minimum Qualifications:
· Experience providing effective leadership to a large and diverse staff.
· Experience leading teams through transition.
· Experience with large scale commercial construction, management and funding accountability.
· Experience developing a budget and preparing financial reports.
· Experience making formal presentations.
· Experience effectively communicating and developing solid working relationships with stakeholders, community members, and executive leaders.
Desirable Qualifications:
· Experience with asset management, including maintenance and long-term planning.
· Experience in a governmental environment, including experience collaborating with elected officials.
· Experience in an executive level position with demonstrated ability to drive organizational initiatives by making data driven decisions.
· Proven negotiation and conflict resolution skills.
· Proven ability to use effective time management skills to manage conflicting priorities.
· Knowledge of State of Idaho public works statutes.
· Experience with the various construction delivery methods and associated procurement laws.
