Veterans Inc., a 501(c)3 non-profit, is the largest provider of supportive services to veterans and their families across New England. We are looking for a professional, highly motivated, goal oriented, skilled, and hardworking individual to fill the Program Manager position and become a valued member of the Veterans Inc. team!

At Independence Hall we provide client-centered care and recovery-oriented treatment within a therapeutic environment for both veterans and non-veterans 18 years and older. The Program Manager of the Residential Rehabilitation Services (RRS) program is responsible for general oversight, administrative supervision of program staff, day-to-day operations, development, implementation, and continuous improvement and evaluation of the RRS program. The qualified candidate must have strong leadership and team building skills, management experience, substantial clinical experience in the treatment of mental health and substance use disorders, a dependable work ethic, and the ability to multi-task and prioritize. The position must exemplify the core values and mission of the organization by exercising discretion, diplomacy and tact in patient/staff interactions.

This individual would be based out of the 59 South Street, Shrewsbury, MA 01545 location. This is a full-time position with full benefits (health, dental, vision, 403B, paid time off, short/long term disability and life insurance, etc.)

Must be able to pass a CORI and background investigation. Must be able to start within two weeks of receiving a verbal offer.

ESSENTIAL JOB FUNCTIONS:

1. Provides administrative supervision and management of designated staff. Responsible for timely performance reviews for all staff and developing goals with staff input. Responsible for coordinating with human resources regarding disciplinary measures, employee relations and employee training and development. Responsible for authorizing and approving staff time, attendance and reimbursement requests as set forth in Veterans Inc. policy and procedures.
2. Develops a strategic plan to implement a comprehensive mental health and substance use treatment program at Independence Hall. Develops the policies and procedures that will support the program and reflect the agency's philosophy and objectives.
3. Works with the Clinical Director, and Business Department to ensure all program standards are met to maintain licensure by the Massachusetts Department of Public Health, compliance with BSAS Standards of Care, and CARF Behavioral Health accreditation, as well as the standards set by the VA.Works in collaboration with Human Resources and Business department to manage financial performance of the program by monitoring and resolving budgeting issues.
4. Works in Collaboration with Human Resources to coordinate training for staff as needed to support program.Works with Executive management to market and promote the program within the community. Develops and enhances business relationships, networks and maintains a referral network and outreach linkages with community resource service providers, homeless service providers, veterans' service providers, veterans' service organizations and other referral sources.
5. Develops referral process for internal and external services for acute, rehabilitation, support care, medical maintenance, and continuing care for mental health and substance use disorders
6. Identify mental health and substance use assessment tools and how they should be administered.
7. Develops a formalized process for implementing, tracking, and analyzing the screening, brief interventions, and referrals to treatment. Coordinates training of staff to properly and consistently use screening tools.
8. Develops and launches a patient engagement initiative, including outreach to de-stigmatize the utilization of counseling services, and works to enhance the "Culture of Care" and understands how to treat clients with dignity and respect, and de-escalate upset clients.
9. Establishes Medication Management Team and the processes by which they will support clients
10. Responsible for maintaining minimum staffing 24/7 in order to assure client safety and adherence to state licensing requirements, including all critical staff on all shifts. Also, maintains a strict policy and practice of non-abandonment of client care, and acts as the final line of coverage in the event of unavailability of replacement staff.
11. Increases education, screening, care coordination, risk reduction interventions, and counseling for patients with or at risk of HIV/AIDS, Hepatitis C, and other diseases associated with opioid use disorders.
12. Provides required documentation and timely reports (including narratives and data reports) as needed.
13. Other duties and special projects as assigned.

Minimum Education and Experience Required:

• Bachelor's Degree in Social Work or related field required, Master's Degree preferred.
• Documented supervisory/management experience.
• Documented experience working with adult mentally ill and substance abuse disorder population.
• Strong interpersonal, organizational and writing skills.
• Documented experience working with clients with trauma histories.
• Documented experience working within an inpatient treatment center or human service setting.
• Must be able to pass a CORI background records check.
• Must have a valid driver's license and reliable transportation
• Experience using electronic medical records desirable.
