General Description
Meets Agency mission and core values by overseeing the Aging and Disability Resource Connection (ADRC) functions.
ADRC Program Supervisor is responsible for a team’s performance and accurate delivery of services to meet the consumers’ needs within state and federal guidelines. Supervisor also must network and cultivate relationships with community partners.
Essential Functions
- Under the leadership of Community Programs Manager, directly supervise assigned staff
- Ensure staff in ADRC Program area meet Agency mission, values and Program requirements
- Manage an effective ADRC Program and entry point into the Agency.
- Protect consumers and employees, and reduces Agency risk
- Promote Person-Centered Services
- Provide Excellent Customer Service in a professional manner
1. Under the leadership of Community Programs Manager, directly supervise assigned staff
- Coordinate daily staffing coverage and task completion
- Approve leave and time sheets of assigned staff
- Provide supervision and handle leave requests within authorization limits for all staff in the assigned Program area
- Conduct monthly supervision meetings with assigned staff
- Apply human resource policies and provide recommendations/documentation to Community Programs Manager on performance management
- Authorize petty cash and emergency fund requests
- Coordinate branch maintenance requests and schedule.
2. Ensure staff in assigned Program area meet Agency mission, values and Program requirements
- Identify staffing needs and participate in recruitment and selection process
- Provide training and mentoring to staff
- Assist with interpretation and application of rule, policy and process guidance
- Facilitate meetings
- Address consumer complaints and process hearing requests related to assigned Program area; in Community Programs Manager’s absence address all complaints
- Gather and analyze data/reports in order to effectively monitor and adjust workload/assigned tasks based on worker availability and workload demands
- Promote two-way communication by engaging others, listening, providing feedback and expressing appreciation.
3. Manage an effective ADRC and entry point into the Agency
- Ensure that consumers contacting the ADRC receive thorough and accurate information and assistance to connect to Agency programs and services, as well as community referrals, in accordance with statewide ADRC service delivery goals and requirements
- Ensure that consumers accessing the online statewide ADRC Resource Directory have adequate and accurate resources
- Ensure continuous resource development, accurate information, timely referral and assistance of the Agency’s ADRC team
- Analyze effectiveness of current programs, services, and data, then developing, recommending, and implementing necessary changes required to ensure that programs and services meet public and consumer needs, and any local, state, and federal program, contract, and regulatory requirements and standards
- Develop, implement, and monitor quality service measures
- Analyze effectiveness of systems utilized to track data, and working with Information Technology to modify as necessary
- Analyze, develop, recommend and implement policies and procedures as needed to meet goals and requirements
4. Protect consumers and employees, and reduces Agency risk
- Embrace and exhibit agency mission and core values of integrity, professionalism, service, and compassion

5. Promote Person-Centered Services
- Understand the role of consumer choice and how that translates to direct services, or support of direct service units, and area of management

- Educate self and others of resources available for populations served including researching electronic and written materials and Aging and Disability Resource Connection of Oregon resource database
- Understand other Agency resources and accessing resources and assistance as needed to assist consumers and the public
6. Provide excellent service in a professional manner

Job-Specific Skills Required
- Experience working with seniors and people with disabilities and the issues experienced by these populations. Knowledge of ADRC services, requirements and best practices. Research and analysis skills to determine program service quality and effectiveness. Knowledge of systems (electronic and manual) used in providing services. Ability to read, interpret and convey contract requirements.

- Ability to interpret, apply and articulate regulatory rules and policies around mandatory reporting and privacy and confidentiality

Required Experience:
Minimum Qualifications – Education & Experience
A qualified applicant will have a minimum of a Bachelor’s degree plus three (3) years of equivalent combination of education and/or experience which demonstrates the knowledge, skills and abilities required. The following is preferred but all qualifications meeting the minimum requirements will be considered:
- Bachelor’s degree in human services, public administration, business, or related field.
- Three years of related experience, one of which should be in a supervisory or lead capacity.
- Experience and knowledge of services provided to vulnerable populations.
Work Environment/Physical Demands
This job is performed in the field, and in the office.
Field work requires travel to consumers in a variety of settings, homes, facilities, etc., of varying levels of cleanliness and repair. Field work requires driving an Agency car or employee car, carrying and using a laptop computer. Office work will be conducted using general office equipment, includes substantial sitting/standing and is performed primarily in a cubicle environment, with noise and interruptions, being on phones and working at a computer.
This job will typically be conducted during regular business hours and may require transportation of consumer in Agency car.
These essential outcomes require regular sitting, walking, talking, hearing, computer use and writing; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 25 pounds.
As a manager, requires additional or irregular hours on occasion, and responding to emergency situations. Contact with the public in home or office environments may risk exposure to irrational/hostile behavior, contagious diseases, or contact with domestic animals.
