POSITION SUMMARY:
Marathon Petroleum Company is seeking an experienced Project Controls Specialist at its flagship refinery in Garyville, LA. The successful candidate will be responsible for developing and managing the engineering schedules as well as providing cost control for medium-sized projects ($5MM-$50MM).
The successful candidate works closely with project engineers, the construction team, and cost engineers to ensure projects supply aggressive but achievable engineering deliverables. The Engineering Project Controls Specialist functions as the key knowledge resource to the engineering department for all scheduling and cost needs and will provide project management with data identifying expected portfolio performance and comparisons against performance targets. All candidates must be experienced in the utilization of Primavera P6. Candidates must be comfortable working in an engineering office setting.
KEY RESPONSIBILITIES:
+ Familiarity with basic Primavera P6 scheduling knowledge; baselining, resource loading, code management (activity codes/project codes), WBS structures, Report Wizard, data date management, global changes
+ Interfaces with Project Engineer to gain a complete understanding of the project scope and implementation requirements for building a quality schedule
+ Develops and documents processes and procedures to establish consistency and accuracy in project scheduling
+ Manages, maintains, and updates the engineering master project schedule milestones and forecast changes bi-monthly with PMs
+ Responsible for generating and distributing schedule reports to assist with the management of projects (i.e., schedule variance report, schedule look ahead reports) and communicating project status to other departments for the entire portfolio
+ Interfaces with the construction group to ensure alignment between the engineering master schedule and construction schedule and coordinates forecasting updates and priority discussions.
+ Provides tracking (as dictated by the schedule) of work package issuance plan vs. actual, including turnaround work packages
+ Manages project turnaround work list to ensure CWPs and project scopes required in turnarounds are available to plan
+ Conducts schedule review meetings for small to medium size projects
+ Develops a central repository for storing historical data and maintaining refinery scheduling and execution duration norms
+ Interfaces with corporate Refining Project Management Group representing the refinery in scheduling initiatives
+ Develops the plan of the plan with the project team, establishing the WBS
+ Works with project team to develop CWP Matrix, and builds CBS and WBS in IPS to interface with P6
+ Works with outside engineering firms to ensure project controls expectations and deliverables are met (often via facilitating a Project Controls Workshop), track receipt of required deliverables, communicate to management if key deliverables are not being completed or deviating from schedule
+ Works with the project team to understand planned cash flow of project expenditures, and the impact the schedule has on the cash flow and report out to management monthly
+ Develops realistic forecast dates, monitors, reports and analyzes project variance from baseline, and communicates issues, concerns, changes, and trends to project management
+ Evaluates project risks and communicate schedule and/or cost exposure to project management
+ Reviews progress for accuracy and overall project percent complete reporting
+ Work with outside engineering firms to ensure project cost control expectations and deliverables are met via facilitating project controls workshops and participating in project meetings.
+ Review cost estimates for projects and develop the control budget. Ensure the construction control budget and cash flow are aligned with schedule and cost estimate at project sanctioning.
+ Ensure construction control estimates are aligned with the definition phase budget used for sanctioning prior to commencing execution.
+ Work with the Project Manager to establish planned cash flow and realistic forecasts of the overall project cost and schedule.
+ Report cost forecast monthly to local Engineering Leadership alongside Project Manager.
+ Monitor and report project costs and perform analysis regarding deviations from the definition phase or control budget.
+ Manage project contingency and drawdown.
EDUCATION AND EXPERIENCE:
Required Qualifications:
+ Bachelor’s degree is required in Engineering, Construction Management, Accounting, or Finance
+ Fifteen years of experience in project controls/scheduling/cost control within the refining, petrochemical, or energy industry
+ Proficient in Microsoft Office products – Excel, Access, PowerPoint, Word, Outlook
+ Proficient with Primavera P6
+ Has relevant experience working in a professional team atmosphere
+ Must be self-motivated and able to work in a fast-paced environment
+ Must have strong verbal and written communication skills
Preferred Qualifications:
+ Power BI data reporting
+ Familiar with FEL Engineering and progression through phases
+ Experience in Cost Engineering preferred to support cost needs when required
+ Experience in FUSE schedule analysis, SAP, Netpoint and/or Icarus software a plus
+ Experience working in an EPC environment
