Air Quality Planner I – Clean Fuels and Energy Programs - NCTCOG

The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking an Air Quality Planner to assist with the creation and implementation of strategies to support the transition to cleaner transportation fuels, including zero-emission charging and refueling infrastructure for the general public and fleet vehicles. A successful candidate should have an interest in reducing the environmental impacts of transportation using alternative fuel vehicles, with emphasis on zero-emission vehicles. This position will support work of the Dallas-Fort Worth Clean Cities Coalition (www.dfwcleancities.org). Work is highly collaborative, working not only within the NCTCOG staff, but with external stakeholders, including local government staff, fleets, citizen groups, associations, and industry representatives. Responsibilities may include, but are not limited to, the following:

• Maintaining awareness of the latest developments in the alternative fuel vehicle industry, including topics related to electric vehicles and associated recharging infrastructure
• Assisting with the implementation of alternative fuel infrastructure projects awarded through the Charging and Fueling Infrastructure program and Electric Vehicle Charger Reliability and Accessibility Accelerator Program
• Assisting with the communication and coordination of regional alternative fuel infrastructure efforts, including electric vehicle charging
• Assisting with the identification and communication of region-specific best practices to support alternative fuel adoption
• Assisting with the planning and attending of meetings and outreach events for stakeholders, including educational webinars, peer exchanges, etc.
• Assisting with the development and maintenance of grant programs such as the Texas Emissions Reduction Plan, the National Electric Vehicle Infrastructure Formula Program, or other competitive grants to support local stakeholders
• Assisting with the development and implementation of project and program goals, performance measures, and milestones
• Drafting for supervisor review, responses to stakeholder inquiries
• Monitoring the impacts of State and federal policies, rules, and legislation for alternative fuel vehicles
• Drafting for supervisor review, correspondences, grant applications, technical reports, newsletters, website and social media content, and other documents
• Assisting with the update and restructuring of key websites, including www.dfwcleancities.org
• Drafting presentations for supervisor review, with the opportunity to deliver presentations to staff and committee members

Required Skills

• Good communication, both written and verbal, and interpersonal skills, with the ability to listen to and follow instructions, coordinate with team members, and present ideas
• Good customer service, data collection, mathematical, and analytical skills
• Working knowledge of Microsoft Word, Outlook, PowerPoint, Excel, and Teams
• Good critical-thinking and problem-solving skills
• Detail oriented, highly organized, with an ability to manage multiple assignments/tasks and work well in a deadline-driven environment without diminishing quality of work
• Ability to work independently and in a team environment

Required Education and Experience

• Bachelor’s degree in analytical, quantitative methods
• One year or less of work-related experience

Starting Salary Range

Minimum of $47,618.00 - $57,141.60 annually

NCTCOG also serves as a designated recipient for Federal Transit Administration funds.
